Narrative:

I was asked to go and look at air carrier Y airplane on the gate. I was told the pilot said the oxygen bottle was in the 'off' position (tail area). Another mechanic and I went down to the aircraft and the pilot showed me the panel the bottle was under. I removed the panel. We then called maintenance and I talked to a gentleman that said if you go to row 9 you can check for airflow. The other mechanic and pilot then proceeded to that row and no airflow was present. I cut safety and turned bottle knob in the only direction it could go. The mechanic and pilot went back to the row and air was present at the mask. The oxygen bottle made a purge sound when I turned the knob. I then called the maintenance and the gentleman asked me to check for a white light in cockpit. I went to the cockpit and asked the pilot if the light was on, he said no. I then told the gentleman on the phone this and he said good. I also told the maintenance gentleman every step I performed. I installed a safety to the bottle knob and installed tail panel. The maintenance gentleman told me step by step how to sign off the write-up. I think I had incomplete guidance on this problem and I heard about this the next afternoon.

Title: A JETSTREAM 4100 WAS DISPATCHED IN NON COMPLIANCE WITH THE PAX OXYGEN BOTTLE SAFETIED IN THE 'OFF' POS.

Narrative: I WAS ASKED TO GO AND LOOK AT ACR Y AIRPLANE ON THE GATE. I WAS TOLD THE PLT SAID THE OXYGEN BOTTLE WAS IN THE 'OFF' POS (TAIL AREA). ANOTHER MECH AND I WENT DOWN TO THE ACFT AND THE PLT SHOWED ME THE PANEL THE BOTTLE WAS UNDER. I REMOVED THE PANEL. WE THEN CALLED MAINT AND I TALKED TO A GENTLEMAN THAT SAID IF YOU GO TO ROW 9 YOU CAN CHK FOR AIRFLOW. THE OTHER MECH AND PLT THEN PROCEEDED TO THAT ROW AND NO AIRFLOW WAS PRESENT. I CUT SAFETY AND TURNED BOTTLE KNOB IN THE ONLY DIRECTION IT COULD GO. THE MECH AND PLT WENT BACK TO THE ROW AND AIR WAS PRESENT AT THE MASK. THE OXYGEN BOTTLE MADE A PURGE SOUND WHEN I TURNED THE KNOB. I THEN CALLED THE MAINT AND THE GENTLEMAN ASKED ME TO CHK FOR A WHITE LIGHT IN COCKPIT. I WENT TO THE COCKPIT AND ASKED THE PLT IF THE LIGHT WAS ON, HE SAID NO. I THEN TOLD THE GENTLEMAN ON THE PHONE THIS AND HE SAID GOOD. I ALSO TOLD THE MAINT GENTLEMAN EVERY STEP I PERFORMED. I INSTALLED A SAFETY TO THE BOTTLE KNOB AND INSTALLED TAIL PANEL. THE MAINT GENTLEMAN TOLD ME STEP BY STEP HOW TO SIGN OFF THE WRITE-UP. I THINK I HAD INCOMPLETE GUIDANCE ON THIS PROB AND I HEARD ABOUT THIS THE NEXT AFTERNOON.
