Narrative:

A BE55 called ground control for taxi from FBO. Ground issued taxi instructions to hold short of runway 13. The pilot acknowledged and read back 'hold short of runway 13.' as the pilot was holding, he advised ground control he was holding short of runway 13. The ground controller acknowledged with 'hold short of runway 13.' the pilot proceeded to cross runway 13 and ground control tried to reiterate the hold short instructions. The pilot did not acknowledge the xmissions until he crossed the runway and stated he thought he was cleared to cross. Management is reviewing paragraph 3-7-2D in the FAA 7110/65 for hold short instructions.

Title: THE PLT OF A BE55 READ BACK A CLRNC TO HOLD SHORT OF RWY 13. WHILE HOLDING AND AGAIN TOLD TO HOLD SHORT, THE PLT CROSSED THE RWY.

Narrative: A BE55 CALLED GND CTL FOR TAXI FROM FBO. GND ISSUED TAXI INSTRUCTIONS TO HOLD SHORT OF RWY 13. THE PLT ACKNOWLEDGED AND READ BACK 'HOLD SHORT OF RWY 13.' AS THE PLT WAS HOLDING, HE ADVISED GND CTL HE WAS HOLDING SHORT OF RWY 13. THE GND CTLR ACKNOWLEDGED WITH 'HOLD SHORT OF RWY 13.' THE PLT PROCEEDED TO CROSS RWY 13 AND GND CTL TRIED TO REITERATE THE HOLD SHORT INSTRUCTIONS. THE PLT DID NOT ACKNOWLEDGE THE XMISSIONS UNTIL HE CROSSED THE RWY AND STATED HE THOUGHT HE WAS CLRED TO CROSS. MGMNT IS REVIEWING PARAGRAPH 3-7-2D IN THE FAA 7110/65 FOR HOLD SHORT INSTRUCTIONS.
