Narrative:

We departed runway 30L at msp and were issued a heading of 125 degrees by departure. After being switched to ZMP, no direction was given from them to clear us on course, so we maintained the 125 degree heading. That heading took us 5.4 NM northeast of odi VOR and our filed course. Abeam odi, center said 'air carrier X, turn right 20 degrees, we show you 5 mi off course.' we complied. He also turned an air carrier Y 20 degrees in the other direction. After the turn, the controller turned us an additional 20 degrees right and asked us to 'expedite' the turn. At no time did TCASII go off. We showed the air carrier Y 10 NM away. Often departure doesn't give 'on-course' and center assumes they did.

Title: A B717 CREW, DEPARTING MSP, UPON NOT RECEIVING A HEADING FROM CTR WHEN CHKING IN, MAINTAINED THEIR LAST ASSIGNED HEADING AS RECEIVED FROM DEP CTL.

Narrative: WE DEPARTED RWY 30L AT MSP AND WERE ISSUED A HEADING OF 125 DEGS BY DEP. AFTER BEING SWITCHED TO ZMP, NO DIRECTION WAS GIVEN FROM THEM TO CLR US ON COURSE, SO WE MAINTAINED THE 125 DEG HDG. THAT HEADING TOOK US 5.4 NM NE OF ODI VOR AND OUR FILED COURSE. ABEAM ODI, CTR SAID 'ACR X, TURN R 20 DEGS, WE SHOW YOU 5 MI OFF COURSE.' WE COMPLIED. HE ALSO TURNED AN ACR Y 20 DEGS IN THE OTHER DIRECTION. AFTER THE TURN, THE CTLR TURNED US AN ADDITIONAL 20 DEGS R AND ASKED US TO 'EXPEDITE' THE TURN. AT NO TIME DID TCASII GO OFF. WE SHOWED THE ACR Y 10 NM AWAY. OFTEN DEP DOESN'T GIVE 'ON-COURSE' AND CTR ASSUMES THEY DID.
