Narrative:

On aug/tue/02, aircraft arrived at my assigned gate. My supervisor, a mechanic and his supervisor whom I didn't know were on the jetway waiting for the aircraft to deplane. I did my walkaround and checked the aircraft logbook then left. My lead told me a little while later that there was an MEL that needed to be cleared and to go see supervisor. I then went into the supervisor's office. He said he wasn't airbus qualified. He said the forward flight attendant jump seat was on MEL and that engineering was issuing an engineering authority/authorized regarding the corrosion. In this case, the corrosion was within limits. He said that the mechanic that was with him had already looked at it and that it was ok per the engineering authority/authorized. So I told him I didn't have a problem removing the MEL as soon as I got the engineering authority/authorized. By this time the aircraft was on delay and when I received the engineering authority/authorized I went ahead and removed the MEL. At that time I did not read the engineering authority/authorized. I just assumed it had been complied with by the mechanic who was with my supervisor. The next day, aug/wed/02, I received a call from the engineer who wrote the engineering authority/authorized. He said he needed the name of the mechanic with my supervisor and that he needed his signature of the engineering authority/authorized. After talking to the mechanic who was with my supervisor, I found out that he only did 1 part of the 4 steps in the engineering authority/authorized. He said that the engineer added the other steps after he had talked to him. So what I did on aug/tue/02 was remove an MEL from the aircraft per the engineering authority/authorized which I had assumed was accomplished by the mechanic, but was only partially accomplished.

Title: A319 MECH DID NOT INSURE ALL ITEMS LISTED IN AN ENGINEERING VARIANCE AUTH WERE COMPLIED WITH BEFORE REMOVING THE ITEM FROM THE ACFT MEL LIST.

Narrative: ON AUG/TUE/02, ACFT ARRIVED AT MY ASSIGNED GATE. MY SUPVR, A MECH AND HIS SUPVR WHOM I DIDN'T KNOW WERE ON THE JETWAY WAITING FOR THE ACFT TO DEPLANE. I DID MY WALKAROUND AND CHKED THE ACFT LOGBOOK THEN LEFT. MY LEAD TOLD ME A LITTLE WHILE LATER THAT THERE WAS AN MEL THAT NEEDED TO BE CLRED AND TO GO SEE SUPVR. I THEN WENT INTO THE SUPVR'S OFFICE. HE SAID HE WASN'T AIRBUS QUALIFIED. HE SAID THE FORWARD FLT ATTENDANT JUMP SEAT WAS ON MEL AND THAT ENGINEERING WAS ISSUING AN ENGINEERING AUTH REGARDING THE CORROSION. IN THIS CASE, THE CORROSION WAS WITHIN LIMITS. HE SAID THAT THE MECH THAT WAS WITH HIM HAD ALREADY LOOKED AT IT AND THAT IT WAS OK PER THE ENGINEERING AUTH. SO I TOLD HIM I DIDN'T HAVE A PROB REMOVING THE MEL AS SOON AS I GOT THE ENGINEERING AUTH. BY THIS TIME THE ACFT WAS ON DELAY AND WHEN I RECEIVED THE ENGINEERING AUTH I WENT AHEAD AND REMOVED THE MEL. AT THAT TIME I DID NOT READ THE ENGINEERING AUTH. I JUST ASSUMED IT HAD BEEN COMPLIED WITH BY THE MECH WHO WAS WITH MY SUPVR. THE NEXT DAY, AUG/WED/02, I RECEIVED A CALL FROM THE ENGINEER WHO WROTE THE ENGINEERING AUTH. HE SAID HE NEEDED THE NAME OF THE MECH WITH MY SUPVR AND THAT HE NEEDED HIS SIGNATURE OF THE ENGINEERING AUTH. AFTER TALKING TO THE MECH WHO WAS WITH MY SUPVR, I FOUND OUT THAT HE ONLY DID 1 PART OF THE 4 STEPS IN THE ENGINEERING AUTH. HE SAID THAT THE ENGINEER ADDED THE OTHER STEPS AFTER HE HAD TALKED TO HIM. SO WHAT I DID ON AUG/TUE/02 WAS REMOVE AN MEL FROM THE ACFT PER THE ENGINEERING AUTH WHICH I HAD ASSUMED WAS ACCOMPLISHED BY THE MECH, BUT WAS ONLY PARTIALLY ACCOMPLISHED.
