Narrative:

Cherokee was issued climb out instructions to the northwest. Readback was unintelligible to some degree but readback was to the northeast. Upon executing climb out, he proceeded south for 1 or 2 mi then southeast. Conflicting traffic from the northeast and south caused controller to take action but separation was lost between the cherokee and the traffic from the northeast. Then, again, the traffic from the northeast conflicted with the traffic from the south. Runway configns are crossing and procedures that are set up don't allow for separation to be insured.

Title: PA28 PLT DEPARTS PNS IFR AND TURNS TO AN INCORRECT HDG RESULTING IN A CONFLICT WITH TFC FROM THE NE.

Narrative: CHEROKEE WAS ISSUED CLBOUT INSTRUCTIONS TO THE NW. READBACK WAS UNINTELLIGIBLE TO SOME DEGREE BUT READBACK WAS TO THE NE. UPON EXECUTING CLBOUT, HE PROCEEDED S FOR 1 OR 2 MI THEN SE. CONFLICTING TFC FROM THE NE AND S CAUSED CTLR TO TAKE ACTION BUT SEPARATION WAS LOST BTWN THE CHEROKEE AND THE TFC FROM THE NE. THEN, AGAIN, THE TFC FROM THE NE CONFLICTED WITH THE TFC FROM THE S. RWY CONFIGNS ARE XING AND PROCS THAT ARE SET UP DON'T ALLOW FOR SEPARATION TO BE INSURED.
