Narrative:

Aircraft #1 was cleared to land runway 27 followed by aircraft #2. Aircraft #1 was told to keep speed up on landing roll due to missing turn off. Aircraft #1 stopped on runway short of next turn-off requiring aircraft #2 to go around when over approach end of runway. I sent aircraft #2 around when I observed aircraft #1 stop. Aircraft #1 did not request any assistance and should not have come to a stop on the runway. Both aircraft were landing runway 27. When aircraft #2 went around I ordered him to stay low to miss aircraft #3, a beech baron just departed runway 35 and crossing runway 27 departure end at about 1000 ft AGL.

Narrative: ACFT #1 WAS CLRED TO LAND RWY 27 FOLLOWED BY ACFT #2. ACFT #1 WAS TOLD TO KEEP SPD UP ON LNDG ROLL DUE TO MISSING TURN OFF. ACFT #1 STOPPED ON RWY SHORT OF NEXT TURN-OFF REQUIRING ACFT #2 TO GO AROUND WHEN OVER APCH END OF RWY. I SENT ACFT #2 AROUND WHEN I OBSERVED ACFT #1 STOP. ACFT #1 DID NOT REQUEST ANY ASSISTANCE AND SHOULD NOT HAVE COME TO A STOP ON THE RWY. BOTH ACFT WERE LNDG RWY 27. WHEN ACFT #2 WENT AROUND I ORDERED HIM TO STAY LOW TO MISS ACFT #3, A BEECH BARON JUST DEPARTED RWY 35 AND XING RWY 27 DEP END AT ABOUT 1000 FT AGL.
