Narrative:

The sortie was an IFR departure to drop off to a VFR flight plan. Planned fuel was to arrive at szl AFB with 1800 pounds. 1500 pounds was the required land fuel to be able to divert to blv AFB. Fuel at warning area was as planned. On climb out, en route back to szl, fuel was noted 200 pounds below planned -- still above required land fuel. I decided to climb to 12000 ft and pick up an IFR flight plan into szl. The center controller put us on a vector 270 degrees to clear the truman MOA. At this time, notified the center controller that I was minimum fuel. After a few mins, I was given a turn direct to szl. ATIS was not recorded at szl when I tried to listen to it, so I got the information from approach control. After a few mins of clarification, the ceiling was determined to be 1500 ft AGL. I then decided to contact the szl supervisor of flight. He reported to me that a lightning strike just occurred within 5 NM of szl. At this time my fuel was 1350 pounds. Now I was below the set land fuel and less than required fuel to land at the divert base with mandated fuel reserves. I decided to do an emergency climb direct to blv on a heading of 089 degrees magnetic. I contacted approach and told them I was 'emergency fuel,' however, I did not squawk emergency. They did not understand and tried to cap me at 9000 ft. Our emergency climb profile from 5000 ft is to accelerate to 450 KTS, lose approximately 50 KTS per 5000 ft until .86 mach for FL390. They then switched us to center and I told them I was emergency fuel climbing to FL390. They tried to cap us at FL230 for 'airliner traffic.' I told ZKC negative, and that we were climbing in the clear (VMC) to FL390. Center pointed out 1 airliner to us as we leveled off at FL390. 1 airliner was given vectors around us. I started my descent into blv 68 NM away at idle, 240 KIAS as the emergency profile dictates. I contacted approach to find out what the conditions were and the landing runway. I decided to land on runway 14R which is 8000 ft. I was handed off to tower uneventfully and configured gear and full flaps at 4 mi. Landing was uneventful with emergency fuel status.

I DECIDED TO CLB TO 12000 FT AND PICK UP AN IFR FLT PLAN INTO SZL. THE CTR CTLR PUT US ON A VECTOR 270 DEGS TO CLR THE TRUMAN MOA. AT THIS TIME, NOTIFIED THE CTR CTLR THAT I WAS MINIMUM FUEL. AFTER A FEW MINS, I WAS GIVEN A TURN DIRECT TO SZL. ATIS WAS NOT RECORDED AT SZL WHEN I TRIED TO LISTEN TO IT, SO I GOT THE INFO FROM APCH CTL. AFTER A FEW MINS OF CLARIFICATION, THE CEILING WAS DETERMINED TO BE 1500 FT AGL. I THEN DECIDED TO CONTACT THE SZL SUPVR OF FLT. OUR EMER CLB PROFILE FROM 5000 FT IS TO ACCELERATE TO 450 KTS, LOSE APPROX 50 KTS PER 5000 FT UNTIL .86 MACH FOR FL390. THEY THEN SWITCHED US TO CTR AND I TOLD THEM I WAS EMER FUEL CLBING TO FL390. THEY TRIED TO CAP US AT FL230 FOR 'AIRLINER TFC.' I TOLD ZKC NEGATIVE, AND THAT WE WERE CLBING IN THE CLR (VMC) TO FL390. CTR POINTED OUT 1 AIRLINER TO US AS WE LEVELED OFF AT FL390. 1 AIRLINER WAS GIVEN VECTORS AROUND US. I STARTED MY DSCNT INTO BLV 68 NM AWAY AT IDLE, 240 KIAS AS THE EMER PROFILE DICTATES. I CONTACTED APCH TO FIND OUT WHAT THE CONDITIONS WERE AND THE LNDG RWY. I DECIDED TO LAND ON RWY 14R WHICH IS 8000 FT. I WAS HANDED OFF TO TWR UNEVENTFULLY AND CONFIGURED GEAR AND FULL FLAPS AT 4 MI. LNDG WAS UNEVENTFUL WITH EMER FUEL STATUS.
