Narrative:

Bvo had a temporary tower per NOTAM. It was very busy. Airplanes were expected to land and make the first turnoff maybe 1200 ft down the runway. The controller was doing a good job of getting people out as airplanes were landing. I was given a position and hold clearance on runway 17R as a bonanza flew by to land. There was a cessna on a 1.5 mi final behind me. Sitting on the end of the runway, I got to watch things fall apart. The V35 overshot the desired touchdown point and took a very leisurely rollout getting to the next turnoff maybe 2500 ft further down the runway. Meanwhile, looking out the back window, the cessna was getting bigger and he was now probably .5 mi out. The controller, with gusto, advised the bonanza to expedite exiting the runway. No response and no change in the bonanza's speed. I then got the following instruction: 'navion xx, I need you to immediately start a highspd taxi down the runway.' I acknowledged the instruction. What power setting do you use for high speed taxi? I picked 1700 FPM. The wind was 10 KTS straight on the nose. Now I'm fuzzy about what happened next because I was pretty busy and focused on the bonanza. Also, at about 35 mph indicated with that wind, I was getting kind of floaty. As the V35 made his turn off the runway, I went to full throttle and was immediately in the air. I was probably 1000 ft away from the bonanza at that point. I monitored the tower frequency for another 10 mins. I don't remember the cessna being cleared to land. I am pretty sure that he was not required to go around, and I am certain that I was not cleared to take off. The controller did not say anything to me as I flew away. I was listening. I'm convinced that I did the right thing here. The cessna could have gone around and I was willing to trust that he would not have hit me. It would have been as if I had just cut him off while he was on short final to land at an uncontrolled field. The bonanza guy really didn't do anything wrong. The controller lost control of the situation. He should have canceled the cessna's landing clearance and called him to me as traffic as he flew overhead. I made the same assumption the controller did in that the bonanza would land and make the first turnoff as everyone else was doing. I sort of think that the controller was obligated to tell me what he wanted me to do. He had a couple of seconds to decide, he just didn't. This guy just managed to get behind controling 3 airplanes at the same time.

THE CTLR WAS DOING A GOOD JOB OF GETTING PEOPLE OUT AS AIRPLANES WERE LNDG. I WAS GIVEN A POS AND HOLD CLRNC ON RWY 17R AS A BONANZA FLEW BY TO LAND. THERE WAS A CESSNA ON A 1.5 MI FINAL BEHIND ME. SITTING ON THE END OF THE RWY, I GOT TO WATCH THINGS FALL APART. THE V35 OVERSHOT THE DESIRED TOUCHDOWN POINT AND TOOK A VERY LEISURELY ROLLOUT GETTING TO THE NEXT TURNOFF MAYBE 2500 FT FURTHER DOWN THE RWY. MEANWHILE, LOOKING OUT THE BACK WINDOW, THE CESSNA WAS GETTING BIGGER AND HE WAS NOW PROBABLY .5 MI OUT. THE CTLR, WITH GUSTO, ADVISED THE BONANZA TO EXPEDITE EXITING THE RWY. NO RESPONSE AND NO CHANGE IN THE BONANZA'S SPD. I THEN GOT THE FOLLOWING INSTRUCTION: 'NAVION XX, I NEED YOU TO IMMEDIATELY START A HIGHSPD TAXI DOWN THE RWY.' I ACKNOWLEDGED THE INSTRUCTION. WHAT PWR SETTING DO YOU USE FOR HIGH SPD TAXI? I PICKED 1700 FPM. THE WIND WAS 10 KTS STRAIGHT ON THE NOSE. NOW I'M FUZZY ABOUT WHAT HAPPENED NEXT BECAUSE I WAS PRETTY BUSY AND FOCUSED ON THE BONANZA. ALSO, AT ABOUT 35 MPH INDICATED WITH THAT WIND, I WAS GETTING KIND OF FLOATY. AS THE V35 MADE HIS TURN OFF THE RWY, I WENT TO FULL THROTTLE AND WAS IMMEDIATELY IN THE AIR. I WAS PROBABLY 1000 FT AWAY FROM THE BONANZA AT THAT POINT. I MONITORED THE TWR FREQ FOR ANOTHER 10 MINS. I DON'T REMEMBER THE CESSNA BEING CLRED TO LAND. I AM PRETTY SURE THAT HE WAS NOT REQUIRED TO GO AROUND, AND I AM CERTAIN THAT I WAS NOT CLRED TO TAKE OFF. THE CTLR DID NOT SAY ANYTHING TO ME AS I FLEW AWAY. I WAS LISTENING. I'M CONVINCED THAT I DID THE RIGHT THING HERE. THE CESSNA COULD HAVE GONE AROUND AND I WAS WILLING TO TRUST THAT HE WOULD NOT HAVE HIT ME. IT WOULD HAVE BEEN AS IF I HAD JUST CUT HIM OFF WHILE HE WAS ON SHORT FINAL TO LAND AT AN UNCTLED FIELD. THE BONANZA GUY REALLY DIDN'T DO ANYTHING WRONG. THE CTLR LOST CTL OF THE SIT. HE SHOULD HAVE CANCELED THE CESSNA'S LNDG CLRNC AND CALLED HIM TO ME AS TFC AS HE FLEW OVERHEAD. I MADE THE SAME ASSUMPTION THE CTLR DID IN THAT THE BONANZA WOULD LAND AND MAKE THE FIRST TURNOFF AS EVERYONE ELSE WAS DOING. I SORT OF THINK THAT THE CTLR WAS OBLIGATED TO TELL ME WHAT HE WANTED ME TO DO. HE HAD A COUPLE OF SECONDS TO DECIDE, HE JUST DIDN'T. THIS GUY JUST MANAGED TO GET BEHIND CTLING 3 AIRPLANES AT THE SAME TIME.
