Narrative:
Crew reviewed departure procedure, even though it was not part of the clearance, making note of the 5750 ft restr before turning, which is essentially 400 ft AGL and a normal situation. Tower cleared flight for takeoff suffixed by the statement, 'adhere to noise abatement procedures,' which crew assumed was the 5750 ft turn restr. The verbiage on the 10-3A is vague and misleading concerning a hard and fast noise abatement procedure. Before switching to departure control frequency tower controller stated that the flight's turn was a little early, but that it was ok. Regardless, this procedure needs to be clarified and, if there really is a hard noise abatement procedure, it needs to be delineated in a clearer manner. See transcript from 10-3A albuquerque largo 2 departure: all aircraft fly assigned heading for vectors to filed/assigned route. Runway 8 departures, upon passing 5750 ft, turn left/right to assigned heading. When WX conditions are 5000 ft ceiling and 7 mi visibility or greater, for informal noise abatement: request turboprop and turbojet aircraft, except STOL aircraft, making a left turn from runway 8, to delay their turn until 13.5 DME from abq VOR. Expect clearance to filed altitude/flight level 5 mins after departure.
