Narrative:

My airplane is a high wing and I was flying on a southwesterly heading in level cruise at 12500 ft. I was using a harrisburg capital city airport altimeter setting. A twin engine low wing commuter flashed across in front of me. He was 3/4 - 1 mi in front and 500-800 ft above and appeared to be in a high speed descent on a southerly heading. The approach angle put him in my blind area, behind and above my wing.
