Narrative:

ZJX tmu issued a flow restr for aircraft destined fll. It stated that there was 30 mi in trail, right altitude, fll left traffic per route all rtes, east area provide south area 25 mi in trail right altitude, ZDC will provide ZJX 20 mi in trail right altitude via the atlantic rtes. This is despair treatment against the east area. The north area and the south area each have a restr in place so that adjacent sectors feeding them aircraft destined to fll will be put in trail. The east area received zero mi in trail from any adjacent facilities or sectors. At or around XA30, 5 aircraft destined to fll arrived at the summer/gge sectors from ZDC. These 5 aircraft were all within 15 mi of each other. In order to meet the requirements to provide in trail spacing, drastic measures had to be taken. These actions created unsafe sits and increased the complexity and placed an unnecessary burden on a busy sector. The east area is no different than any other area or sector(south) in the NAS and deserves to be treated fairly and equitably as all others. ZJX tmu constantly fails to issue or enforce tmu restrs for aircraft that transition through sectors in the east area.
