Narrative:

Mem airport, taxi out to temporary runway 17, northbound on taxiway north, broken-back hold bar extends out towards taxiway on intersection M9. Placement precludes turn towards runway from taxiway without possible incursion into protected runway environment. Pilot taxiing aircraft became distred by another aircraft approaching in opposite direction on same taxiway north. Mistook broken-back hold bar as CAT ii hold line due to close proximity to edge of taxiway and initiated a turn towards runway, with full intent of holding short of active runway. Before aircraft stopped safely, nose of aircraft crossed top of hold short bar by approximately 10-15 ft, depending upon angle of aircraft and hold line. No immediate conflict with another aircraft occurred. An aircraft approximately 4 mi out on a visual approach was directed to go around by ATC to ensure proper separation between aircraft, while encroaching aircraft was cleared from its position. Problem attributed to distraction of other approaching aircraft and insufficient situational awareness by taxiing pilot. Contributing factors: prior experience of being able to initiate turn from taxiway toward runway without impinging across hold short line. Corrective action: exercise more caution and vigilance with familiar airport layouts during times of construction.

Narrative: MEM ARPT, TAXI OUT TO TEMPORARY RWY 17, NBOUND ON TXWY N, BROKEN-BACK HOLD BAR EXTENDS OUT TOWARDS TXWY ON INTXN M9. MISTOOK BROKEN-BACK HOLD BAR AS CAT II HOLD LINE DUE TO CLOSE PROX TO EDGE OF TXWY AND INITIATED A TURN TOWARDS RWY, WITH FULL INTENT OF HOLDING SHORT OF ACTIVE RWY.
