Radar west didn't coordination the opposite direction approach. Tower did not turn aircraft departing. Radar east turned the regional jet. Supplemental information from acn 544625: the crj was on takeoff on the ATIS advertised runway. The BE40 was on a localizer back course approach, opposite direction, with no coordination with the tower. Radar west position took no action to correct.
