Narrative:

Apr/sun/02, at XA00 hours I observed the fueling of the twin otter aircraft owned by local jump school. The ground crewman was performing a hot fueling of the aircraft. The aircraft was positioned at the gate during this fueling operation with port and starboard engines at fast idle. The forward fuel fill fitting is located in the kill zone port side of the aircraft. The ground crew filled the forward port side fuel fitting with engines at fast idle. This is extremely dangerous due to the closeness of the active propeller to the worker.

Title: DANGEROUS FUELING PROC, DESCRIBED AS 'HOT FUELING,' OF A DHC-6 TWIN OTTER JUMP ACFT AT ZZZ, US.

Narrative: APR/SUN/02, AT XA00 HRS I OBSERVED THE FUELING OF THE TWIN OTTER ACFT OWNED BY LCL JUMP SCHOOL. THE GND CREWMAN WAS PERFORMING A HOT FUELING OF THE ACFT. THE ACFT WAS POSITIONED AT THE GATE DURING THIS FUELING OP WITH PORT AND STARBOARD ENGS AT FAST IDLE. THE FORWARD FUEL FILL FITTING IS LOCATED IN THE KILL ZONE PORT SIDE OF THE ACFT. THE GND CREW FILLED THE FORWARD PORT SIDE FUEL FITTING WITH ENGS AT FAST IDLE. THIS IS EXTREMELY DANGEROUS DUE TO THE CLOSENESS OF THE ACTIVE PROP TO THE WORKER.
