Narrative:

On downwind at 7000 ft, speed 210 KTS. ATC requested us to slow to 190 KTS. First officer called for flaps 1 degree. Flap lever was moved to 1 degree. We got a trailing edge flap light with an EICAS message 'trailing edge disagreement.' followed manual procedures, continued downwind. Once flaps were to 20 degrees, we turned base and then final. Declared an emergency, told ATC we would have a higher than normal final speed and came in and landed. After clearing runway, we told ground we would taxi to the gate with flaps down.
