Narrative:

CL60 (aircraft X) on ege departure climb clearance to FL370. Traffic converging, climbing out of FL310 to FL330. Aircraft X told to expedite out of FL350, which aircraft did. I estimated climb rate 2000 FPM. Aircraft Y wbound at FL350 was traffic for aircraft X. I turned aircraft Y left 20 degrees and told him I needed him to report level in 1 min. His altitude was FL364. I thought he would be level. He descended to FL363 for 1 min 19 seconds, then climbed again. I did not turn aircraft X because I did not want to disrupt his climb rate.

ACFT Y WBOUND AT FL350 WAS TFC FOR ACFT X. I TURNED ACFT Y L 20 DEGS AND TOLD HIM I NEEDED HIM TO RPT LEVEL IN 1 MIN. HIS ALT WAS FL364. I THOUGHT HE WOULD BE LEVEL. HE DSNDED TO FL363 FOR 1 MIN 19 SECONDS, THEN CLBED AGAIN. I DID NOT TURN ACFT X BECAUSE I DID NOT WANT TO DISRUPT HIS CLB RATE.
