Narrative:

The PIC crossed a runway hold short line while the runway was being used. The cause of the incursion, in my opinion, was the failure of the PIC to keep situational awareness during ground movement.

Narrative: THE PIC CROSSED A RWY HOLD SHORT LINE WHILE THE RWY WAS BEING USED. THE CAUSE OF THE INCURSION, IN MY OPINION, WAS THE FAILURE OF THE PIC TO KEEP SITUATIONAL AWARENESS DURING GND MOVEMENT.
