Narrative:

On jan/wed/02, I dispatched a flight that might not be capable of contacting company dispatch due to atl radio having a tower OTS. On the following tuesday, I took a turnover at XA00Z. I then proceeded to question whether or not I could contact the aircraft. I called atl radio to confirm the station at mynn was working ok. They confirmed it was OTS. I told management about the situation and they decided to let the flight continue. I feel this was a possible violation of 121.99, but the aircraft was already airborne and unable to stop it.

Title: A B757 IS DISPATCHED OVER A RTE THAT WAS NOT COVERED BY COMPANY RADIO AT MYNN, FO.

Narrative: ON JAN/WED/02, I DISPATCHED A FLT THAT MIGHT NOT BE CAPABLE OF CONTACTING COMPANY DISPATCH DUE TO ATL RADIO HAVING A TWR OTS. ON THE FOLLOWING TUESDAY, I TOOK A TURNOVER AT XA00Z. I THEN PROCEEDED TO QUESTION WHETHER OR NOT I COULD CONTACT THE ACFT. I CALLED ATL RADIO TO CONFIRM THE STATION AT MYNN WAS WORKING OK. THEY CONFIRMED IT WAS OTS. I TOLD MGMNT ABOUT THE SIT AND THEY DECIDED TO LET THE FLT CONTINUE. I FEEL THIS WAS A POSSIBLE VIOLATION OF 121.99, BUT THE ACFT WAS ALREADY AIRBORNE AND UNABLE TO STOP IT.
