Narrative:

After loading and fueling aircraft, I filed an instrument flight plan from see to pvw. See conditions were 600 ft overcast and 1.5 mi visibility. Overcast layer was thin. I started aircraft, completed pre taxi checklist, consulted ATIS and obtained taxi clearance before my IFR flight plan was available. Copied IFR flight plan during taxi and requested that it be repeated due to unclr instructions. Both controller and I understood that I had correct instructions after my readback of the repeated clearance. I had been distraction by 1) continuing to taxi while trying to copy clearance, and 2) distracting conversation from my passenger, who had been flying with me for yrs. I should have instructed me right front seat passenger to remain silent during this critical part of flight preparation, and should have had the aircraft stopped at the runup area before accepting my clearance. When takeoff clearance became available, having completed runup and pre takeoff checklists, I departed direct mission bay VOR, rather than following the published (obstacle) departure procedure. I was alerted of my error by san diego approach about 2 mins into the flight at about 3000 ft MSL, while in VMC on top conditions. By failing to carefully read and follow the departure procedure, I had 1) given myself less terrain clearance, and 2) created potential traffic conflict within the class B airspace. Remainder of flight to pvw was conducted uneventfully. In 20 yrs of frequent instrument flying, I had never before had occasion to consult the obstacle departure procedures/IFR takeoff minimums section of my approach chart booklet, nor have I ever reviewed or discussed this with any of my many instructors over the yrs. I will shortly schedule an additional instruction, review and flight session with my instructor to discuss this incident and will never again allow time considerations to deprive me of review of these procedures before entering the aircraft. I had allowed complacency to replace proper preparation.

WHEN TKOF CLRNC BECAME AVAILABLE, HAVING COMPLETED RUNUP AND PRE TKOF CHKLISTS, I DEPARTED DIRECT MISSION BAY VOR, RATHER THAN FOLLOWING THE PUBLISHED (OBSTACLE) DEP PROC. I WAS ALERTED OF MY ERROR BY SAN DIEGO APCH ABOUT 2 MINS INTO THE FLT AT ABOUT 3000 FT MSL, WHILE IN VMC ON TOP CONDITIONS. BY FAILING TO CAREFULLY READ AND FOLLOW THE DEP PROC, I HAD 1) GIVEN MYSELF LESS TERRAIN CLRNC, AND 2) CREATED POTENTIAL TFC CONFLICT WITHIN THE CLASS B AIRSPACE. REMAINDER OF FLT TO PVW WAS CONDUCTED UNEVENTFULLY. IN 20 YRS OF FREQUENT INST FLYING, I HAD NEVER BEFORE HAD OCCASION TO CONSULT THE OBSTACLE DEP PROCS/IFR TKOF MINIMUMS SECTION OF MY APCH CHART BOOKLET, NOR HAVE I EVER REVIEWED OR DISCUSSED THIS WITH ANY OF MY MANY INSTRUCTORS OVER THE YRS. I WILL SHORTLY SCHEDULE AN ADDITIONAL INSTRUCTION, REVIEW AND FLT SESSION WITH MY INSTRUCTOR TO DISCUSS THIS INCIDENT AND WILL NEVER AGAIN ALLOW TIME CONSIDERATIONS TO DEPRIVE ME OF REVIEW OF THESE PROCS BEFORE ENTERING THE ACFT. I HAD ALLOWED COMPLACENCY TO REPLACE PROPER PREPARATION.
