Narrative:

As first officer, I was flying and monitoring the radios while the captain was talking with the company on VHF 2. ZDC cleared us to descend to 13000 ft and cross balon at or below FL190. I questioned the clearance and it was confirmed. We frequency changed to ZNY and were told to climb back up to FL190. Our current altitude was 17900 ft and we climbed back up to FL190. The captain asked ZNY if there had been a problem with our clearance. We were told ZDV had descended us below their controling altitude and it was not a problem by ZNY.

THE CAPT ASKED ZNY IF THERE HAD BEEN A PROB WITH OUR CLRNC. WE WERE TOLD ZDV HAD DSNDED US BELOW THEIR CTLING ALT AND IT WAS NOT A PROB BY ZNY.
