Narrative:

On dec/tue/01 flight requested pushback clearance from oma ground control at XA30. Clearance was granted. After pushback, engine start, and checklist completion, flight requested taxi clearance for departure at XA45. Flight was cleared to taxi to runway 14R. No clearance was given which direction to taxi. Flight taxied northbound on taxiway a to taxiway west, our normal taxi route. The flight crew was required to check anti-icing system prior to departure and requested a low power engine run-up from ground control. Clearance was granted for the engine run-up to 'hold short 'on' taxiway west' and to 'contact tower ready for departure.' a short r-hand turn onto taxiway west yielded the hold short bars and approach end of runway 14R. The flight crew stopped on taxiway west, held short of runway 14R and proceeded with the engine run-up at XA50. Another aircraft, a cessna caravan taxiing to runway 14R, requested departure clearance from tower. Tower cleared the caravan for takeoff. The caravan read back the clearance and also stated that he could not taxi around us to enter onto the runway. Oma tower asked us if we were 'holding short 'at' taxiway west and we stated we were 'holding short 'on' taxiway west.' the tower told us our clearance was to hold short 'at' taxiway west. The flight crew responded, 'we are holding short of runway 14R 'on' taxiway west, the clearance we had received, and we are ready for takeoff.' no discussion followed and we were given clearance from tower to take off on runway 14R. The flight crew read back the clearance and proceeded to depart. Takeoff and departure were uneventful. After departure, the flight crew discussed amongst themselves the clearance that was received to 'hold short 'on' taxiway west' as opposed to hold short 'at' taxiway west. We studied the airport diagram and believe compliance with the ground controller's instructions to 'hold short 'on' taxiway west' was properly fulfilled. If the ground controller wanted us to hold short 'of' taxiway west 'on' taxiway a rather than runway 14R, the flight crew would have complied. However, this clearance was not given. Both aircraft on the ground were separated by a reasonable distance and there was no violation of runway incursion.

OMA TWR ASKED US IF WE WERE 'HOLDING SHORT 'AT' TXWY W AND WE STATED WE WERE 'HOLDING SHORT 'ON' TXWY W.' THE TWR TOLD US OUR CLRNC WAS TO HOLD SHORT 'AT' TXWY W. THE FLC RESPONDED, 'WE ARE HOLDING SHORT OF RWY 14R 'ON' TXWY W, THE CLRNC WE HAD RECEIVED, AND WE ARE READY FOR TKOF.' NO DISCUSSION FOLLOWED AND WE WERE GIVEN CLRNC FROM TWR TO TAKE OFF ON RWY 14R. THE FLC READ BACK THE CLRNC AND PROCEEDED TO DEPART. TKOF AND DEP WERE UNEVENTFUL. AFTER DEP, THE FLC DISCUSSED AMONGST THEMSELVES THE CLRNC THAT WAS RECEIVED TO 'HOLD SHORT 'ON' TXWY W' AS OPPOSED TO HOLD SHORT 'AT' TXWY W. WE STUDIED THE ARPT DIAGRAM AND BELIEVE COMPLIANCE WITH THE GND CTLR'S INSTRUCTIONS TO 'HOLD SHORT 'ON' TXWY W' WAS PROPERLY FULFILLED. IF THE GND CTLR WANTED US TO HOLD SHORT 'OF' TXWY W 'ON' TXWY A RATHER THAN RWY 14R, THE FLC WOULD HAVE COMPLIED. HOWEVER, THIS CLRNC WAS NOT GIVEN. BOTH ACFT ON THE GND WERE SEPARATED BY A REASONABLE DISTANCE AND THERE WAS NO VIOLATION OF RWY INCURSION.
