Narrative:

On nov/wed/01 at XA00 local time IFR arrival reservation slot to ZZZ was requested and approved. On nov/fri/01 local WX, NOTAMS at departure and arrival airports were requested and flight plans filed. I noted no unusual restrs for ZZZ. The flight called for the clearance from ZZZ1 ATC via ZZZ2 (clearance frequency). The flight was cleared to ZZZ and progressed through ZZZ3, ZZZ4, ZZZ5 ctrs, ZZZ5 TRACON and ZZZ tower. At no point during this flight did ATC ask for or question us about a special waiver number. The flight was cleared to land at ZZZ and everything appeared normal and routine. Arrival was approximately XA05 local time. At approximately XD00 local time we called for our IFR clearance back to ZZZ2 and it was issued. During the taxi phase, ATC asked for a waiver number. We replied that we did not know what waiver number was required and advised them of our airport reservation slot number. Ground instructed the flight to taxi back to the general aviation ramp and contact the tower. The tower supervisor was surprised and questioned, that we flew the trip and was cleared to land without any ATC facility, including ZZZ5 TRACON and ZZZ tower asking about a waiver. We explained that we had no information concerning this and we had to our knowledge tried to follow the proper procedures. After some delay the tower called and advised us to re-file as he was working on a special security clearance so we could departure ZZZ and return to ZZZ2. The clearance was received and cleared to departure ZZZ. I believe this problem arose from all the new airspace restrs and programs, reference 09/tue/01 and the speed at which they were put into place. Our ATC system is strained and 'breakdowns' in the flow of information will occur. These special NOTAMS should not be under an fdc NOTAM, but under NOTAM summary. They should be kept 'fresh' each day and easy to spot and or find when receiving your preflight briefing. In no way was there any intention by this crew or company to abuse the airspace system or operate contrary to any FAA or national policy.

Title: AN 'LTT' CREW TOOK OFF FROM DEP ARPT CONTINUING TO DEST, UNAWARE A WAIVER NUMBER WAS REQUIRED FOR THEIR FLT.

AT NO POINT DURING THIS FLT DID ATC ASK FOR OR QUESTION US ABOUT A SPECIAL WAIVER NUMBER. THE FLT WAS CLRED TO LAND AT ZZZ AND EVERYTHING APPEARED NORMAL AND ROUTINE. ARR WAS APPROX XA05 LCL TIME. AT APPROX XD00 LCL TIME WE CALLED FOR OUR IFR CLRNC BACK TO ZZZ2 AND IT WAS ISSUED. DURING THE TAXI PHASE, ATC ASKED FOR A WAIVER NUMBER. WE REPLIED THAT WE DID NOT KNOW WHAT WAIVER NUMBER WAS REQUIRED AND ADVISED THEM OF OUR ARPT RESERVATION SLOT NUMBER. GND INSTRUCTED THE FLT TO TAXI BACK TO THE GENERAL AVIATION RAMP AND CONTACT THE TWR. THE TWR SUPVR WAS SURPRISED AND QUESTIONED, THAT WE FLEW THE TRIP AND WAS CLRED TO LAND WITHOUT ANY ATC FACILITY, INCLUDING ZZZ5 TRACON AND ZZZ TWR ASKING ABOUT A WAIVER. WE EXPLAINED THAT WE HAD NO INFO CONCERNING THIS AND WE HAD TO OUR KNOWLEDGE TRIED TO FOLLOW THE PROPER PROCS. AFTER SOME DELAY THE TWR CALLED AND ADVISED US TO RE-FILE AS HE WAS WORKING ON A SPECIAL SECURITY CLRNC SO WE COULD DEP ZZZ AND RETURN TO ZZZ2. THE CLRNC WAS RECEIVED AND CLRED TO DEP ZZZ. I BELIEVE THIS PROB AROSE FROM ALL THE NEW AIRSPACE RESTRS AND PROGRAMS, REFERENCE 09/TUE/01 AND THE SPEED AT WHICH THEY WERE PUT INTO PLACE. OUR ATC SYSTEM IS STRAINED AND 'BREAKDOWNS' IN THE FLOW OF INFO WILL OCCUR. THESE SPECIAL NOTAMS SHOULD NOT BE UNDER AN FDC NOTAM, BUT UNDER NOTAM SUMMARY. THEY SHOULD BE KEPT 'FRESH' EACH DAY AND EASY TO SPOT AND OR FIND WHEN RECEIVING YOUR PREFLT BRIEFING. IN NO WAY WAS THERE ANY INTENTION BY THIS CREW OR COMPANY TO ABUSE THE AIRSPACE SYSTEM OR OPERATE CONTRARY TO ANY FAA OR NATIONAL POLICY.
