Pilot and aircraft were on the ground under control of airport tower. Pilot had made a full stop landing on a parallel runway, reported clear of the active and requested taxi to parking area. Tower said 'taxi taxiway A11, remain on the frequency.' pilot repeated clearance to tower. Tower did not respond. Pilot passed stop line before an active runway continuing taxi. Tower called to instruct pilot that he should not enter active runway. Pilot returned to stop line. Pilot was cleared to pass the active runway and contact ground. Pilot requested taxi to parking. Pilot was cleared to parking and given a phone number to call. Pilot spoke to supervisor at phone number who said that they were required to file a report with the office about possible runway incursion and there appeared to have been a 'misunderstanding' between pilot and controller. Pilot asked if supervisor had listened to tape -- answer 'yes.' pilot asked if clearance had included a hold short of active runway instruction -- answer 'yes.' pilot asked if he had read back clearance omitting a hold short instruction -- answer 'yes.' pilot asked if controller had called to correct incorrect readback -- answer 'no.' pilot asked if that was why supervisor was using word 'misunderstanding' -- answer 'yes.' traffic on ground and in air unusually bust at time. Military aircraft both in air and on ground was active at time. Commercial traffic on ground waiting to depart the active runway -- it was not moving.

Narrative: PLT AND ACFT WERE ON THE GND UNDER CTL OF ARPT TWR. PLT HAD MADE A FULL STOP LNDG ON A PARALLEL RWY, RPTED CLR OF THE ACTIVE AND REQUESTED TAXI TO PARKING AREA. TWR SAID 'TAXI TXWY A11, REMAIN ON THE FREQ.' PLT REPEATED CLRNC TO TWR. TWR DID NOT RESPOND. PLT PASSED STOP LINE BEFORE AN ACTIVE RWY CONTINUING TAXI. TWR CALLED TO INSTRUCT PLT THAT HE SHOULD NOT ENTER ACTIVE RWY. PLT RETURNED TO STOP LINE. PLT WAS CLRED TO PASS THE ACTIVE RWY AND CONTACT GND. PLT REQUESTED TAXI TO PARKING. PLT WAS CLRED TO PARKING AND GIVEN A PHONE NUMBER TO CALL. PLT SPOKE TO SUPVR AT PHONE NUMBER WHO SAID THAT THEY WERE REQUIRED TO FILE A RPT WITH THE OFFICE ABOUT POSSIBLE RWY INCURSION AND THERE APPEARED TO HAVE BEEN A 'MISUNDERSTANDING' BTWN PLT AND CTLR.
