Narrative:

The WX at jln was visibility 2 mi, light snow, mist, ceiling 1200 ft overcast, temperature -1 degree C, dew point -3 degrees C, altimeter setting 30.19. We arrived using the localizer back course to runway 31. Upon landing, the aircraft accumulated 1/2 inch of rime ice. The aircraft was svced and then blocked out at XA45 (5 mins past scheduled departure). The aircraft was d-iced in 18 mins. At approximately XA03, the first officer requested taxi clearance. Jln ground control issued a 'taxi to runway 36' clearance. From the parking spot, I proceeded to taxi south on taxiway D to runway 36. I turned left on taxiway D to taxiway B. The wet txwys and runways were slick and glossy from the snow. I cautiously taxied on taxiway B looking for runway 36 and the hold short line. As I moved forward, I inadvertently taxied beyond the runway 36 hold short line. The aircraft came to a stop a few ft beyond runway 36 hold short line. At that point, the jln ground controller told us I had passed the hold short line for runway 36. I told him, I did not see the hold short line. No further comment was mentioned. We told jln tower we were ready for takeoff. Jln tower told us to taxi into position and hold on runway 36. We complied. After a few mins, jln cleared us for takeoff. Upon departure, jln tower told us to contact ZKC. At about 35 mi southeast from joplin, ZKC told us to contact jln tower. I contacted jln tower. The tower controller instructed me to call the jln tower upon landing for a possible runway incursion. The flight progressed to memphis. However, memphis airport closed to air traffic due to heavy thunderstorms and windshear. We diverted to lit. At lit, I called jln tower as instructed and provided the requested information. During our short layover at jln airport, I did not see any other aircraft takeoff or land. During the taxi and takeoff segment at jln airport, I think safety was not compromised. Some of the factors contributing to the event were the low visibility on the field and the wet txwys. The runway 36 hold short position at jln airport is only idented by runway holding position markings painted on the taxiway. There are no other indicators, including signs or lights to help identify the runway hold short position. Under the IFR conditions during the time of the event, it was difficult to see the runway 36 hold short position. I recommend a sign or light be installed to help identify the runway 36 hold short position at jln airport. Supplemental information from acn 531566: the captain inadvertently passed the hold short line on taxiway B. I believe that the combination of wet surfaces and not highly visible markings contributed to this situation. Once he realized what happened the captain stopped the aircraft just past the hold short line. The aircraft was not extending onto the runway. There was no traffic in the area. The tower controller then said to taxi into position and hold on runway 36. After waiting a number of mins the controller informed us that there may have been in his words, 'a possible runway incursion.' the controller then mentioned that this has happened before and to make sure we are aware of the hold short line.

AT THAT POINT, THE JLN GND CTLR TOLD US I HAD PASSED THE HOLD SHORT LINE FOR RWY 36. I TOLD HIM, I DID NOT SEE THE HOLD SHORT LINE. NO FURTHER COMMENT WAS MENTIONED. WE TOLD JLN TWR WE WERE READY FOR TKOF. JLN TWR TOLD US TO TAXI INTO POS AND HOLD ON RWY 36. WE COMPLIED. AFTER A FEW MINS, JLN CLRED US FOR TKOF. UPON DEP, JLN TWR TOLD US TO CONTACT ZKC. AT ABOUT 35 MI SE FROM JOPLIN, ZKC TOLD US TO CONTACT JLN TWR. I CONTACTED JLN TWR. THE TWR CTLR INSTRUCTED ME TO CALL THE JLN TWR UPON LNDG FOR A POSSIBLE RWY INCURSION. THE RWY 36 HOLD SHORT POS AT JLN ARPT IS ONLY IDENTED BY RWY HOLDING POS MARKINGS PAINTED ON THE TXWY. THERE ARE NO OTHER INDICATORS, INCLUDING SIGNS OR LIGHTS TO HELP IDENT THE RWY HOLD SHORT POS.
