Narrative:

On approach to missed approach transition, I notified conflicting aircraft departing pattern less than 1000 ft lateral to me. I was required to deviate from intended path until conflict was no factor. I was on VOR/DME approach at hio descending out of IFR conditions to VFR conditions. My failure to identify conflicting traffic and controller not advising of traffic both contributed. Extra vigilance required when descending out of IMC into class D airspace with VFR traffic.

Title: A C182 PLT, DSNDING INTO VFR CONDITIONS FROM A VOR APCH, TOOK EVASIVE ACTION TO AVOID CONFLICTING TFC.
