Narrative:
Male controller speaking in french to every airline crew who could respond in french. Complaint: degradation is situational awareness. Comment: I don't mind the french language and even took a few yrs of it in high school. However, I (and most airline crews) are not fluent in it.

Title: B747-200 CREW HAD A CANADIAN CTLR THAT INSISTED ON SPEAKING FRENCH TO CTL ACFT ON HIS FREQ.
Narrative: MALE CTLR SPEAKING IN FRENCH TO EVERY AIRLINE CREW WHO COULD RESPOND IN FRENCH. COMPLAINT: DEGRADATION IS SITUATIONAL AWARENESS. COMMENT: I DON'T MIND THE FRENCH LANGUAGE AND EVEN TOOK A FEW YRS OF IT IN HIGH SCHOOL. HOWEVER, I (AND MOST AIRLINE CREWS) ARE NOT FLUENT IN IT.
