Narrative:

As a crj taxied off the gate its jet blast blew 2 sheets of plywood off the rear deck of an electric baggage cart. The 2 sheets flew across the ramp and almost hit an erj sitting there. If the wood had hit a person it could have seriously injured them. Had they hit an aircraft it could have cost thousands of dollars of damage. Whoever put the plywood on the cart never screwed them down. I was at the gate waiting for passenger to board my aircraft and watched from the cockpit as the sheets blew across the ramp. After 2 weeks no one has fixed the sheets of plywood on the cart. The airlines lit station has such a poor attitude that I never said anything except to the ramper that it happened to. I never said anything to the station manager either, due to the bad attitude that surrounds the station personnel. But I am doing this report instead of reporting it to the station. I feel this report will produce results. Callback conversation with reporter revealed the following information: reporter stated that he had also sent in a report to the airline's safety director, hoping that 'this report will produce results.' the viability of the use of the FAA hot line was also brought up as a safety remedy.

Title: THE FO OF A PARKED BE1900 OBSERVES A WOOD PANEL BLOWN OFF BY JET BLAST FROM A PARKED BAGGAGE CART NARROWLY MISS A PARKED ERJ AT LIT, AR.

Narrative: AS A CRJ TAXIED OFF THE GATE ITS JET BLAST BLEW 2 SHEETS OF PLYWOOD OFF THE REAR DECK OF AN ELECTRIC BAGGAGE CART. THE 2 SHEETS FLEW ACROSS THE RAMP AND ALMOST HIT AN ERJ SITTING THERE. IF THE WOOD HAD HIT A PERSON IT COULD HAVE SERIOUSLY INJURED THEM. HAD THEY HIT AN ACFT IT COULD HAVE COST THOUSANDS OF DOLLARS OF DAMAGE. WHOEVER PUT THE PLYWOOD ON THE CART NEVER SCREWED THEM DOWN. I WAS AT THE GATE WAITING FOR PAX TO BOARD MY ACFT AND WATCHED FROM THE COCKPIT AS THE SHEETS BLEW ACROSS THE RAMP. AFTER 2 WKS NO ONE HAS FIXED THE SHEETS OF PLYWOOD ON THE CART. THE AIRLINES LIT STATION HAS SUCH A POOR ATTITUDE THAT I NEVER SAID ANYTHING EXCEPT TO THE RAMPER THAT IT HAPPENED TO. I NEVER SAID ANYTHING TO THE STATION MGR EITHER, DUE TO THE BAD ATTITUDE THAT SURROUNDS THE STATION PERSONNEL. BUT I AM DOING THIS RPT INSTEAD OF RPTING IT TO THE STATION. I FEEL THIS RPT WILL PRODUCE RESULTS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE HAD ALSO SENT IN A RPT TO THE AIRLINE'S SAFETY DIRECTOR, HOPING THAT 'THIS RPT WILL PRODUCE RESULTS.' THE VIABILITY OF THE USE OF THE FAA HOT LINE WAS ALSO BROUGHT UP AS A SAFETY REMEDY.
