Narrative:
When departing cmi I was assigned an altitude of 3500 ft on a 330 degree magnetic course. When departing champaign class C airspace I should have climbed to 4500 ft MSL for the 330 degree magnetic course. Instead I stayed at the assigned altitude until encountering the other aircraft at 3500 ft MSL near fennimore, wi. After the encounter with the other aircraft I descended to 3000 ft MSL until reaching my destination. I was getting flight following from champaign until told to switch to ZAU. However, I was not able to get flight following again until rockford. I was getting flight following from rockford until about 15-20 mins before encountering the other aircraft. None of the flight controllers told me to climb to the correct altitude of even thousands +500 ft.

Title: A PA28 PVT PLT HAS AN NMAC WITH AN OPPOSITE DIRECTION, SAME ALT C152 WHILE FLYING NW AT AN ODD +500 FT ALT NEAR LNR, WI.
Narrative: WHEN DEPARTING CMI I WAS ASSIGNED AN ALT OF 3500 FT ON A 330 DEG MAGNETIC COURSE. WHEN DEPARTING CHAMPAIGN CLASS C AIRSPACE I SHOULD HAVE CLBED TO 4500 FT MSL FOR THE 330 DEG MAGNETIC COURSE. INSTEAD I STAYED AT THE ASSIGNED ALT UNTIL ENCOUNTERING THE OTHER ACFT AT 3500 FT MSL NEAR FENNIMORE, WI. AFTER THE ENCOUNTER WITH THE OTHER ACFT I DSNDED TO 3000 FT MSL UNTIL REACHING MY DEST. I WAS GETTING FLT FOLLOWING FROM CHAMPAIGN UNTIL TOLD TO SWITCH TO ZAU. HOWEVER, I WAS NOT ABLE TO GET FLT FOLLOWING AGAIN UNTIL ROCKFORD. I WAS GETTING FLT FOLLOWING FROM ROCKFORD UNTIL ABOUT 15-20 MINS BEFORE ENCOUNTERING THE OTHER ACFT. NONE OF THE FLT CTLRS TOLD ME TO CLB TO THE CORRECT ALT OF EVEN THOUSANDS +500 FT.
