Narrative:

After takeoff for hpn on 9/wed/01, the 'tower' controller instructed me to turn left to a heading of 295 degrees. This was at an altitude of approximately 50 ft. The departure (SID) instructions are to wait until 1000 ft. I complied with the instructions for a turn after reaching 400 ft AGL as this is within our company operating procedure (no turn below 400 ft AGL). After making this turn, the tower's instructions were to switch to departure frequency. Upon contact with departure control, his instructions were to fly a heading of 295 degrees with 'best fwd speed.' with the air traffic congestion on the radio, the cadence of the instruction, the proximity to new york city, I interpreted his instructions to eliminate the speed restriction of 250 KTS below 10000 ft MSL. I then accelerated near our aircraft vmo for the altitude I was at. This speed was approximately 290 KTS IAS. As we rapidly exited the class B airspace, departure instructed us to turn right to a heading that was now placing us on a northern course toward our destination. After further review of this circumstance, and review of far 91.117, I have interpreted the regulation to read that ATC is not authorized to allow me to exceed 250 KTS unless authorized by the administrator. Due to the world events at the time of this event, I was convinced that this instruction was needed for ATC to keep their airspace clear and secure.

Title: CL601 CAPT TOOK DEP CTL REQUEST LITERALLY, RESULTING IN EXCEEDING THE MAX AIR SPEED LIMITATION BELOW 10000 FT. DEP CTLR ASKED FOR THE RPTRS BEST SPEED IN DEP CLIMB.

Narrative: AFTER TKOF FOR HPN ON 9/WED/01, THE 'TWR' CTLR INSTRUCTED ME TO TURN LEFT TO A HEADING OF 295 DEGS. THIS WAS AT AN ALT OF APPROX 50 FT. AFTER FURTHER REVIEW OF THIS CIRCUMSTANCE, AND REVIEW OF FAR 91.117, I HAVE INTERPRETED THE REGULATION TO READ THAT ATC IS NOT AUTHORIZED TO ALLOW ME TO EXCEED 250 KTS UNLESS AUTHORIZED BY THE ADMINISTRATOR. DUE TO THE WORLD EVENTS AT THE TIME OF THIS EVENT, I WAS CONVINCED THAT THIS INSTRUCTION WAS NEEDED FOR ATC TO KEEP THEIR AIRSPACE CLR AND SECURE.
