Narrative:

I received a briefing about XA55 local from FSS for any NOTAMS for the ZZZ and ZZZ1 area. I was told about the NOTAM of a temporary tower around the location due to the event. I also asked what times the NOTAMS were in effect. The briefer gave me the reservations number and the web page for reservations. I called, ZZZ radio got a brief on traffic and WX and departed. I proceeded along the highway until I was 5 NM east of ZZZ1 and then proceeded to fly a 5 mile arc around ZZZ1. I did not listen to ATIS since I was not going there and was not going to talk to them. At no time did I contact the tower. They were extremely busy and I thought the best thing I could do was stay out of their way. I made a u-turn and tracked my path back to where I departed. When I called ZZZ radio to announce I was back and enter the pattern, I was informed over the radio that I had violated restr airspace. This is when I was informed that there was 'new restr' airspace to the north of the event and that I flew through it 2 times. I was asked to get on the ground and call the supervisor. I got on the ground and I met with the supervisor and he showed me the area. There was no question I had flown through and the NOTAM listing this area as restr. This is the first time I had seen or heard of this NOTAM (other than when I was informed 5 mins earlier). The supervisor informed me that this was a new area and was not on the charts. The supervisor also told me that it was listed on the ATIS for ZZZ1 airport. We spoke for a few mins regarding how they can better get the word out about the area. She stated that this was happening every day lately due to the event in town. I apologized. In my opinion the problem was caused due to FSS not telling me about the restr area north of event. It was too easy to have either gone over it or around the other way or to have had the tower work me through the area. I had many options. If I had known it existed, I would not have entered it! On recalling my conversation with the briefer I guess I should have queried him to look further in the area. I do not understand how there is a disparity in the briefings. We have seen this many times since september. I would call to see if I could fly and told yes by one briefer and then told no 10 mins later by another. It is very difficult to fly around the airspace with charts that do not show new restr airspace, and then not get briefings that cover everything within a given area. Perhaps a mandatory 20 mile briefing area should be instituted? I know I will now ask for at least that large an area. When I asked for ZZZ1 NOTAMS the briefer would have to look for other airports close to this area. ZZZ1 is 7 DME from the center of the restr area. ZZZ is about 12 to 15 miles away. Why would this NOTAM not show for the closest airport or for that matter all airports that could be affected by the arrival/departure of aircraft?

Title: A CORPORATE LIGHT ACFT PLT FLIES INTO A NEWLY ESTABLISHED RESTR AIRSPACE NEAR THE AREA WHERE HE WAS EMPLOYED FOR CONTRACTED ACTIVITY. FSS BRIEFER FAILED TO MENTION THE NEW AREA.

Narrative: I RECEIVED A BRIEFING ABOUT XA55 LOCAL FROM FSS FOR ANY NOTAMS FOR THE ZZZ AND ZZZ1 AREA. I WAS TOLD ABOUT THE NOTAM OF A TEMPORARY TWR AROUND THE LOCATION DUE TO THE EVENT. I ALSO ASKED WHAT TIMES THE NOTAMS WERE IN EFFECT. THE BRIEFER GAVE ME THE RESERVATIONS NUMBER AND THE WEB PAGE FOR RESERVATIONS. I CALLED, ZZZ RADIO GOT A BRIEF ON TFC AND WX AND DEPARTED. I PROCEEDED ALONG THE HWY UNTIL I WAS 5 NM E OF ZZZ1 AND THEN PROCEEDED TO FLY A 5 MILE ARC AROUND ZZZ1. I DID NOT LISTEN TO ATIS SINCE I WAS NOT GOING THERE AND WAS NOT GOING TO TALK TO THEM. AT NO TIME DID I CONTACT THE TWR. THEY WERE EXTREMELY BUSY AND I THOUGHT THE BEST THING I COULD DO WAS STAY OUT OF THEIR WAY. I MADE A U-TURN AND TRACKED MY PATH BACK TO WHERE I DEPARTED. WHEN I CALLED ZZZ RADIO TO ANNOUNCE I WAS BACK AND ENTER THE PATTERN, I WAS INFORMED OVER THE RADIO THAT I HAD VIOLATED RESTR AIRSPACE. THIS IS WHEN I WAS INFORMED THAT THERE WAS 'NEW RESTR' AIRSPACE TO THE N OF THE EVENT AND THAT I FLEW THROUGH IT 2 TIMES. I WAS ASKED TO GET ON THE GND AND CALL THE SUPVR. I GOT ON THE GND AND I MET WITH THE SUPVR AND HE SHOWED ME THE AREA. THERE WAS NO QUESTION I HAD FLOWN THROUGH AND THE NOTAM LISTING THIS AREA AS RESTR. THIS IS THE FIRST TIME I HAD SEEN OR HEARD OF THIS NOTAM (OTHER THAN WHEN I WAS INFORMED 5 MINS EARLIER). THE SUPVR INFORMED ME THAT THIS WAS A NEW AREA AND WAS NOT ON THE CHARTS. THE SUPVR ALSO TOLD ME THAT IT WAS LISTED ON THE ATIS FOR ZZZ1 ARPT. WE SPOKE FOR A FEW MINS REGARDING HOW THEY CAN BETTER GET THE WORD OUT ABOUT THE AREA. SHE STATED THAT THIS WAS HAPPENING EVERY DAY LATELY DUE TO THE EVENT IN TOWN. I APOLOGIZED. IN MY OPINION THE PROB WAS CAUSED DUE TO FSS NOT TELLING ME ABOUT THE RESTR AREA N OF EVENT. IT WAS TOO EASY TO HAVE EITHER GONE OVER IT OR AROUND THE OTHER WAY OR TO HAVE HAD THE TWR WORK ME THROUGH THE AREA. I HAD MANY OPTIONS. IF I HAD KNOWN IT EXISTED, I WOULD NOT HAVE ENTERED IT! ON RECALLING MY CONVERSATION WITH THE BRIEFER I GUESS I SHOULD HAVE QUERIED HIM TO LOOK FURTHER IN THE AREA. I DO NOT UNDERSTAND HOW THERE IS A DISPARITY IN THE BRIEFINGS. WE HAVE SEEN THIS MANY TIMES SINCE SEPTEMBER. I WOULD CALL TO SEE IF I COULD FLY AND TOLD YES BY ONE BRIEFER AND THEN TOLD NO 10 MINS LATER BY ANOTHER. IT IS VERY DIFFICULT TO FLY AROUND THE AIRSPACE WITH CHARTS THAT DO NOT SHOW NEW RESTR AIRSPACE, AND THEN NOT GET BRIEFINGS THAT COVER EVERYTHING WITHIN A GIVEN AREA. PERHAPS A MANDATORY 20 MILE BRIEFING AREA SHOULD BE INSTITUTED? I KNOW I WILL NOW ASK FOR AT LEAST THAT LARGE AN AREA. WHEN I ASKED FOR ZZZ1 NOTAMS THE BRIEFER WOULD HAVE TO LOOK FOR OTHER AIRPORTS CLOSE TO THIS AREA. ZZZ1 IS 7 DME FROM THE CTR OF THE RESTR AREA. ZZZ IS ABOUT 12 TO 15 MILES AWAY. WHY WOULD THIS NOTAM NOT SHOW FOR THE CLOSEST ARPT OR FOR THAT MATTER ALL ARPTS THAT COULD BE AFFECTED BY THE ARRIVAL/DEP OF ACFT?
