Narrative:

After start up at (csg) columbus, GA, approximately XA30, XA45 EST, I listened to ASOS. Reported WX was 800 broken +5 mi visibility. Csg was uncontrolled and tower was closed at this time. Taxied to runway 23 and observed WX to be VFR. By my estimation WX became VFR. I then departed (csg) VFR at approximately XA45-YB00 EST. I remained VFR and entered controled airspace VFR. I contacted atlanta control to pick up IFR clearance. Atlanta control told me to contact columbus approach because columbus approach had just opened. I contacted columbus approach. Columbus approach asked me if I had gotten WX. I told approach, yes. Approach said the reported WX was 800 broken. I told approach WX was VFR. Approach then told me the official WX was IFR. Corrective actions: in the future I will get an IFR clearance with a void time or wait until reported WX is VFR at uncontrolled airports.

TAXIED TO RWY 23 AND OBSERVED WX TO BE VFR. BY MY ESTIMATION WX BECAME VFR. I THEN DEPARTED (CSG) VFR AT APPROX XA45-YB00 EST. I REMAINED VFR AND ENTERED CTLED AIRSPACE VFR. I CONTACTED ATLANTA CTL TO PICK UP IFR CLRNC. ATLANTA CTL TOLD ME TO CONTACT COLUMBUS APCH BECAUSE COLUMBUS APCH HAD JUST OPENED. I CONTACTED COLUMBUS APCH. COLUMBUS APCH ASKED ME IF I HAD GOTTEN WX. I TOLD APCH, YES. APCH SAID THE RPTED WX WAS 800 BROKEN. I TOLD APCH WX WAS VFR. APCH THEN TOLD ME THE OFFICIAL WX WAS IFR. CORRECTIVE ACTIONS: IN THE FUTURE I WILL GET AN IFR CLRNC WITH A VOID TIME OR WAIT UNTIL RPTED WX IS VFR AT UNCTLED ARPTS.
