Narrative:

Contacted by captain to fly albatross after maintenance. Owner had a medical problem and was unable to fly. After the event aircraft departed for a local maintenance flight. On landing aircraft was met by 2 FAA personnel and local police! FAA ramp checked aircrew with little discussion no problems. FAA maintenance personnel asked me for the airworthiness cert from the aircraft and I deferred to the owner. Some problem with airworthiness restriction on flight with passenger. Crew considered personnel on board to be required for maintenance flight as per (01) flight manual and due to condition of aircraft and flight crew's familiarity of cockpit/aircraft configuration. Aircraft paperwork: registration, airworthiness, weight and balance all seemed in order. The question seemed to be about the restriction on the airworthiness and something about a form 337. Callback conversation with reporter revealed the following information: the reporter stated he doesn't know the FAA specific charges against the flight crew and is reluctant to speak to anyone as lawyers are involved in the case. The reporter said he believes the problem involves the owner of the aircraft and the FAA over maintenance records and the progressive maintenance program of the aircraft.
