Narrative:

I called (800) WX brief approximately xa:45 am local answered by leesburg FSS. I asked to file two IFR flight plans and obtain a standard briefing. After some confusion, the briefer determined that kteb was open to part 91 IFR. He proceeded to accept my flight plans and continued the briefing. Just north of phila, direct to ard VOR from mxe VOR, I was informed by the controller that kteb was closed. When handed off to new york, it was implied that I had violated a NOTAM prohibiting part 91 IFR into kteb. I told the controller that the flight service specialist at leesburg FSS had assured me that kteb was open to part 91 IFR. He said he would call leesburg FSS immediately. I diverted to caldwell, nj (kcdw). Upon returning to kjyo that afternoon, I was approached in the terminal by a man who identified himself as the FSS briefer who had accepted my flight plan that morning. He explained that he had received a call from new york (FAA). He apologized and accepted responsibility for the error. He said he gave me incorrect information, that kteb was in fact closed to part 91 VFR and IFR. I had no access to a computer and counter (walk-in) service at leesburg FSS had been suspended. I could only rely on a telephone briefing for information. The FSS briefer stated: 'there are too many confusing and conflicting NOTAMS.' NOTAMS should be better coordinated and edited for clarity.

Title: CESSNA 182RG PLT ON IFR FLT PLAN IS INFORMED THAT ONE AREA THROUGH WHICH HE IS FLT PLANNED IS CLOSED FOR SECURITY REASONS. THE FSS SPECIALIST DID NOT INTERPRET THAT WHEN REVIEWING THE SECURITY NOTAM.

AFTER SOME CONFUSION, THE BRIEFER DETERMINED THAT KTEB WAS OPEN TO PART 91 IFR. HE PROCEEDED TO ACCEPT MY FLT PLANS AND CONTINUED THE BRIEFING. JUST N OF PHILA, DIRECT TO ARD VOR FROM MXE VOR, I WAS INFORMED BY THE CTLR THAT KTEB WAS CLOSED. WHEN HANDED OFF TO NEW YORK, IT WAS IMPLIED THAT I HAD VIOLATED A NOTAM PROHIBITING PART 91 IFR INTO KTEB. I TOLD THE CTLR THAT THE FLT SERVICE SPECIALIST AT LEESBURG FSS HAD ASSURED ME THAT KTEB WAS OPEN TO PART 91 IFR. HE SAID HE WOULD CALL LEESBURG FSS IMMEDIATELY. I DIVERTED TO CALDWELL, NJ (KCDW). UPON RETURNING TO KJYO THAT AFTERNOON, I WAS APCHED IN THE TERMINAL BY A MAN WHO IDENTIFIED HIMSELF AS THE FSS BRIEFER WHO HAD ACCEPTED MY FLT PLAN THAT MORNING. HE EXPLAINED THAT HE HAD RECEIVED A CALL FROM NEW YORK (FAA). HE APOLOGIZED AND ACCEPTED RESPONSIBILITY FOR THE ERROR. HE SAID HE GAVE ME INCORRECT INFO, THAT KTEB WAS IN FACT CLOSED TO PART 91 VFR AND IFR. I HAD NO ACCESS TO A COMPUTER AND COUNTER (WALK-IN) SVC AT LEESBURG FSS HAD BEEN SUSPENDED. I COULD ONLY RELY ON A TELEPHONE BRIEFING FOR INFO. THE FSS BRIEFER STATED: 'THERE ARE TOO MANY CONFUSING AND CONFLICTING NOTAMS.' NOTAMS SHOULD BE BETTER COORDINATED AND EDITED FOR CLARITY.
