Narrative:

I am in stl, it is the last day of a 4 day and the first flight of the day. We pushed on time and contacted ground for taxi. The ground control then issued the following instructions: air carrier X, taxi to 30R, hold short of 30L, at taxiway november. While holding short at 30L, the ground controller issued his second instructions, air carrier X, expedite to cross 30L, aircraft air carrier Y, md-80 on taxiway papa will follow you to 30R. I looked right (into the sun), saw the aircraft on final, looked left and saw the air carrier Y md-80 on taxiway papa, and proceeded to start my runway crossing. I cleared to the right for traffic on 30L when another air carrier Z md-80 crossed in front of our aircraft taking off. I know I already had crossed the hold short line. I estimate the aircraft's wing (left) was approximately 35 ft from our aircraft. No major action was taken except application of the brakes. We then crossed 30L. I called clearance delivery and requested a phone number to call ground at destination. I was given a phone number but could not reach stl ground supervisor. Callback conversation with reporter revealed the following information: the reporter indicated that there was no report of the departure traffic who was on tower frequency. It is common to clear more than one aircraft at a time across the active runway at multiple intxns, and in trail, at the same intersection while on ground control frequency at this point.

Title: WITH CLRNC TO CROSS A RWY, AN ACR PLT CROSSES THE HOLD SHORT LINE. WHILE CLEARING FOR TFC HE OBSERVES AN UNRPTED ACR ON TKOF ROLL. A SUCCESSFUL STOP IS MADE JUST BEYOND THE HOLD SHORT LINE.

I LOOKED RIGHT (INTO THE SUN), SAW THE ACFT ON FINAL, LOOKED LEFT AND SAW THE ACR Y MD-80 ON TXWY PAPA, AND PROCEEDED TO START MY RWY XING. I CLRED TO THE RIGHT FOR TFC ON 30L WHEN ANOTHER ACR Z MD-80 CROSSED IN FRONT OF OUR ACFT TAKING OFF. I KNOW I ALREADY HAD CROSSED THE HOLD SHORT LINE. I ESTIMATE THE ACFT'S WING (LEFT) WAS APPROX 35 FT FROM OUR ACFT. NO MAJOR ACTION WAS TAKEN EXCEPT APPLICATION OF THE BRAKES. WE THEN CROSSED 30L. I CALLED CLRNC DELIVERY AND REQUESTED A PHONE NUMBER TO CALL GND AT DEST. I WAS GIVEN A PHONE NUMBER BUT COULD NOT REACH STL GND SUPVR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR INDICATED THAT THERE WAS NO RPT OF THE DEP TFC WHO WAS ON TWR FREQ. IT IS COMMON TO CLR MORE THAN ONE ACFT AT A TIME ACROSS THE ACTIVE RWY AT MULTIPLE INTXNS, AND IN TRAIL, AT THE SAME INTXN WHILE ON GND CTL FREQ AT THIS POINT.
