Narrative:

At approximately XE15Z, I planned to depart leesburg airport (kjyo), VFR, and pick-up my IFR clearance to johnston co airport (kjnx). I checked the sectional and determined that after takeoff from runway 17, remaining VFR, I would do a left turn-out remain under 1500 ft MSL and continue northbound to stay out of the dulles class B airspace. Upon departure at approximately XA30Z, I turned left to a heading of 000 degrees and at 1200 MSL, contacted dulles approach to pick-up my IFR back to kjnx. The controller asked who gave me clearance to depart leesburg airport. I explained what I was doing and as I was still in the downwind at leesburg, I could return for landing. The controller gave me a vector for the left base to runway 17 and told me to contact leesburg FSS for instructions regarding obtaining a clearance to depart lessburg in consideration of the current special airspace restr in place in and around the washington, dc, area. After landing back at kjyo, I contacted FSS via telephone and asked what special instructions there were for departing kjyo. I was given a clearance frequency to try and contact dulles and a frequency for a radio-controlled telephone if I couldn't get dulles with the primary frequency. I contacted dulles for a clearance and departed without any further problems enroute. Earlier that afternoon and prior to my flight to kjyo, I had contacted FSS to check for NOTAMS and special precautions in the rdu and kjyo areas. I was told that I could pick-up my clearance in the air. I asked this, as pilots had not been able to last week due to the events from the terrorists' attacks. After departure for kjnx, I contacted raleigh approach and picked up my clearance while remaining VFR and continued to kjyo without event. I did not understand, nor was made aware by FSS when asked about NOTAMS in the area, that the class B airspace at dulles extended all the way to the ground past leesburg airport due to the special airspace set-up after the terrorists' attack in the washington, dc, area.

Title: CAPT OF A DHC-6 INADVERTENTLY ENTERED CLASS B ENHANCED AIRSPACE DURING DEPARTURE FROM AN UNCONTROLLED ARPT UNDERNEATH THE NORMAL CLASS B AIRSPACE AREA.

UPON DEP AT APPROX XA30Z, I TURNED LEFT TO A HDG OF 000 DEGREES AND AT 1200 MSL, CONTACTED DULLES APCH TO PICK-UP MY IFR BACK TO KJNX. THE CTLR ASKED WHO GAVE ME CLRNC TO DEPART LEESBURG ARPT. I EXPLAINED WHAT I WAS DOING AND AS I WAS STILL IN THE DOWNWIND AT LEESBURG, I COULD RETURN FOR LNDG. AFTER LNDG BACK AT KJYO, I CONTACTED FSS VIA TELEPHONE AND ASKED WHAT SPECIAL INSTRUCTIONS THERE WERE FOR DEPARTING KJYO. I WAS GIVEN A CLRNC FREQ TO TRY AND CONTACT DULLES AND A FREQ FOR A RADIO-CONTROLLED TELEPHONE IF I COULDN'T GET DULLES WITH THE PRIMARY FREQ. I CONTACTED DULLES FOR A CLRNC AND DEPARTED WITHOUT ANY FURTHER PROBS ENROUTE. EARLIER THAT AFTERNOON AND PRIOR TO MY FLT TO KJYO, I HAD CONTACTED FSS TO CHECK FOR NOTAMS AND SPECIAL PRECAUTIONS IN THE RDU AND KJYO AREAS. I WAS TOLD THAT I COULD PICK-UP MY CLRNC IN THE AIR. I ASKED THIS, AS PLTS HAD NOT BEEN ABLE TO LAST WEEK DUE TO THE EVENTS FROM THE TERRORISTS' ATTACKS. AFTER DEPARTURE FOR KJNX, I CONTACTED RALEIGH APCH AND PICKED UP MY CLRNC WHILE REMAINING VFR AND CONTINUED TO KJYO WITHOUT EVENT. I DID NOT UNDERSTAND, NOR WAS MADE AWARE BY FSS WHEN ASKED ABOUT NOTAMS IN THE AREA, THAT THE CLASS B AIRSPACE AT DULLES EXTENDED ALL THE WAY TO THE GROUND PAST LEESBURG ARPT DUE TO THE SPECIAL AIRSPACE SET-UP AFTER THE TERRORISTS' ATTACK IN THE WASHINGTON, DC, AREA.
