Narrative:

Flying into madison, wi, at XA30 we were coming in for a visual to runway 18 from the southwest. Switching to tower, they asked us if we would like runway 3, we accepted and turned to land on runway 3. This approach takes you right over downtown madison. Once aligned with runway 3 we were on VASI all the way to the runway at approach speeds and low power settings. We landed without incident. We made a return flight from madison to cid. Once on the ground at cid we were notified by the milwaukee FSDO that somebody had reported that we had flown at an unsafe altitude over the capital building at msn. Statements: 1) we were on VASI the whole approach, 2) the runway extended centerline goes right over the capital, and 3) we were in the landing phase for altitude restrs.
