Narrative:

I was grounded with all other aircraft on 9/wed/01 at XXX, us. After hearing that flts would possibly resume on wed evening, I called the FSS and ask if there was any possibility to relocate my aircraft to ZZZ to try to organize either a red cross or angel flight mission. My passengers had elected to drive back to atlanta and told me the company would provide our aircraft for a humanitarian mission. I checked the website and read atcscc advisory 010 dcc. I read it to mean that a non-revenue ferry flight could reposition from XA34 9/wed/01 to XA59 9/thu/01. I then called the command center on my cell phone. I told them I wanted to reposition to ZZZ, but did not have an angel flight mission yet. A lady from their operation gave me the permission and told me to call FSS to file a flight plan. She made mention of the angel flight mission and I corrected her, saying no mission was scheduled yet. This was a reposition flight first. I called the FSS, they verified the flight, I made no mention of adding angel flight in the remarks section of the IFR flight plan. When I called for taxi, XXX ground asked if I wanted to use the angel flight call sign and I said no, this was a reposition only. I took off with my cessna XXXX call sign about XA00 local. When I contacted ZZZ approach, they again called me angel flight, I corrected them and they told me to hold. As I commenced the hold, they said I could continue for VFR landing. I was met by ZZZ police and was asked to show my credentials. I understand their concern and actions during this horrendous time in our country. An airport official, I did not get his name was very irate and I told him calmly, I did not feel I did anything in violation of the law. I acted in a professional manner and only want to help in this time of great need.

I CALLED THE FSS, THEY VERIFIED THE FLT, I MADE NO MENTION OF ADDING ANGEL FLT IN THE REMARKS SECTION OF THE IFR FLT PLAN. WHEN I CALLED FOR TAXI, XXX GND ASKED IF I WANTED TO USE THE ANGEL FLT CALL SIGN AND I SAID NO, THIS WAS A REPOSITION ONLY. I TOOK OFF WITH MY CESSNA XXXX CALL SIGN ABOUT XA00 LOCAL. WHEN I CONTACTED ZZZ APCH, THEY AGAIN CALLED ME ANGEL FLT, I CORRECTED THEM AND THEY TOLD ME TO HOLD. AS I COMMENCED THE HOLD, THEY SAID I COULD CONTINUE FOR VFR LNDG. I WAS MET BY ZZZ POLICE AND WAS ASKED TO SHOW MY CREDENTIALS. I UNDERSTAND THEIR CONCERN AND ACTIONS DURING THIS HORRENDOUS TIME IN OUR COUNTRY. AN ARPT OFFICIAL, I DID NOT GET HIS NAME WAS VERY IRATE AND I TOLD HIM CALMLY, I DID NOT FEEL I DID ANYTHING IN VIOLATION OF THE LAW. I ACTED IN A PROFESSIONAL MANNER AND ONLY WANT TO HELP IN THIS TIME OF GREAT NEED.
