Narrative:

Pilot on a piper aerostar, acting in a confrontational manner with the controller. I was monitoring the frequency as the controller requested a readback of hold short instructions. After receiving 3 rogers, the controller stated that she needed a readback of the instructions or unable. At that time ,the pilot blatantly lied and said hostilely, 'I read back hold short 3 times.' this type of attitude needs to be addressed. The pilot of this aircraft has always had an attitude towards the lgb ATCT. This attitude carries over on the frequency and ultimately affects the controller and other pilots in the area. The affects will some day cause either a loss of separation at best or an accident at worst.

Narrative: PLT ON A PIPER AEROSTAR, ACTING IN A CONFRONTATIONAL MANNER WITH THE CTLR. I WAS MONITORING THE FREQ AS THE CTLR REQUESTED A READBACK OF HOLD SHORT INSTRUCTIONS. AFTER RECEIVING 3 ROGERS, THE CTLR STATED THAT SHE NEEDED A READBACK OF THE INSTRUCTIONS OR UNABLE. AT THAT TIME ,THE PLT BLATANTLY LIED AND SAID HOSTILELY, 'I READ BACK HOLD SHORT 3 TIMES.' THIS TYPE OF ATTITUDE NEEDS TO BE ADDRESSED. THE PLT OF THIS ACFT HAS ALWAYS HAD AN ATTITUDE TOWARDS THE LGB ATCT. THIS ATTITUDE CARRIES OVER ON THE FREQ AND ULTIMATELY AFFECTS THE CTLR AND OTHER PLTS IN THE AREA. THE AFFECTS WILL SOME DAY CAUSE EITHER A LOSS OF SEPARATION AT BEST OR AN ACCIDENT AT WORST.
