Narrative:

Flight requested to climb to FL370. ZFW asked if able to climb to FL370 in 4 mins. Captain responded yes. Cleared to climb to FL370 by ZFW. Out of FL355, asked if above FL370 in 90 seconds and I said yes. Out of FL360 we knew we could not make the time limit we told ZFW. ZFW instructed us to turn 60 degrees left for traffic. The turn reduced our climb rate to 200 FPM. No TCASII alert and we observed traffic inside of 10 mi on radar as we finally leveled at FL370. Chop (light) also reduced climb out of FL355.

Narrative: FLT REQUESTED TO CLB TO FL370. ZFW ASKED IF ABLE TO CLB TO FL370 IN 4 MINS. CAPT RESPONDED YES. CLRED TO CLB TO FL370 BY ZFW. OUT OF FL355, ASKED IF ABOVE FL370 IN 90 SECONDS AND I SAID YES. OUT OF FL360 WE KNEW WE COULD NOT MAKE THE TIME LIMIT WE TOLD ZFW. ZFW INSTRUCTED US TO TURN 60 DEGS L FOR TFC. THE TURN REDUCED OUR CLB RATE TO 200 FPM. NO TCASII ALERT AND WE OBSERVED TFC INSIDE OF 10 MI ON RADAR AS WE FINALLY LEVELED AT FL370. CHOP (LIGHT) ALSO REDUCED CLB OUT OF FL355.
