Narrative:

I landed on runway 35L, and while still on runway rollin gout, tower controller asked where I parked. I answered and she then stated 'exit runway at taxiway echo, taxi to parking, monitor ground.' I acknowledged, turned off runway at echo and proceeded toward my hangar crossing at the departure end of runway 35L as I did so there were no aircraft on runway 35L nor were there any in the air and approaching or cleared to land on runway 35L. Approaching or cleared to land on runway 35L. Before I could switch to ground control frequency the tower controller came back on and said 'you were instructed to monitor ground, switch to ground control' (and this only a few seconds after I turned off runway 35L the active runway). I acknowledged, switched frequency and called ground. Ground control responded saying 'you have crossed an active runway (presumably he meant runway 35R). Next time stop at the hold short line and call ground.' I responded that I would do so. However I note the following things: 1) sometimes, at this airport, the tower controller gives taxi instructions which happen in this instance when controller cleared me to taxi to parking, which, as I read the FARS, is clearance to cross any intervening runways. 2) when controller cleared me to taxi, controller issued no hold short instructions. 3) controller instructed me to 'monitor ground' while is was still on the active runway...something I will never do until I cleared the active runway.4) taxiway echo does not cross runway 35R. It does pass just beyond the departure end of runway 35R. 5) only a few seconds and a very short taxi distance occurred after I turned off runway 35L onto echo before the tower controller called and admonished me for not having switched to ground controller.

Title: A BE36 PLT IS CONFUSED ABOUT THE CLRNC ISSUED AND THE HANDLING BY ATCT LCL CTLR WHEN CLRED TO TAXI TO PARKING AFTER LNDG RWY 35L AT DWH, TX.

Narrative: I LANDED ON RWY 35L, AND WHILE STILL ON RWY ROLLIN GOUT, TWR CTLR ASKED WHERE I PARKED. I ANSWERED AND SHE THEN STATED 'EXIT RWY AT TXWY ECHO, TAXI TO PARKING, MONITOR GND.' I ACKNOWLEDGED, TURNED OFF RWY AT ECHO AND PROCEEDED TOWARD MY HANGAR CROSSING AT THE DEP END OF RWY 35L AS I DID SO THERE WERE NO ACFT ON RWY 35L NOR WERE THERE ANY IN THE AIR AND APCHING OR CLRED TO LAND ON RWY 35L. APCHING OR CLRED TO LAND ON RWY 35L. BEFORE I COULD SWITCH TO GND CTL FREQUENCY THE TWR CTLR CAME BACK ON AND SAID 'YOU WERE INSTRUCTED TO MONITOR GND, SWITCH TO GND CTL' (AND THIS ONLY A FEW SECONDS AFTER I TURNED OFF RWY 35L THE ACTIVE RWY). I ACKNOWLEDGED, SWITCHED FREQ AND CALLED GND. GND CTL RESPONDED SAYING 'YOU HAVE CROSSED AN ACTIVE RWY (PRESUMABLY HE MEANT RWY 35R). NEXT TIME STOP AT THE HOLD SHORT LINE AND CALL GND.' I RESPONDED THAT I WOULD DO SO. HOWEVER I NOTE THE FOLLOWING THINGS: 1) SOMETIMES, AT THIS ARPT, THE TWR CTLR GIVES TAXI INSTRUCTIONS WHICH HAPPEN IN THIS INSTANCE WHEN CTLR CLRED ME TO TAXI TO PARKING, WHICH, AS I READ THE FARS, IS CLRNC TO CROSS ANY INTERVENING RWYS. 2) WHEN CTLR CLRED ME TO TAXI, CTLR ISSUED NO HOLD SHORT INSTRUCTIONS. 3) CTLR INSTRUCTED ME TO 'MONITOR GND' WHILE IS WAS STILL ON THE ACTIVE RWY...SOMETHING I WILL NEVER DO UNTIL I CLRED THE ACTIVE RWY.4) TXWY ECHO DOES NOT CROSS RWY 35R. IT DOES PASS JUST BEYOND THE DEP END OF RWY 35R. 5) ONLY A FEW SECONDS AND A VERY SHORT TAXI DISTANCE OCCURRED AFTER I TURNED OFF RWY 35L ONTO ECHO BEFORE THE TWR CTLR CALLED AND ADMONISHED ME FOR NOT HAVING SWITCHED TO GND CTLR.
