Narrative:

Aircraft #2 departing, given climb to FL230. R-side advised of altitude cap restr. R-side enters assigned altitude of FL220 but does not issue it. Aircraft #1 opposite direction at FL230. When aircraft #2 is out of FL225 for FL230, mistake is recognized and action taken. Clrncs were given 3 times with no response. I feel this could have been avoided if the clearance to stop at FL220 was issued in the first place. It also could have been avoided if the clrncs had been taken in a timely manner. I feel frequency congestion and bad coverage also had a hand in this error.

Title: ZDC CTLR RECOGNIZES TOO LATE THAT THE CORRECT ALT CLRNC HAS NOT BEEN ISSUED, ATTEMPTS TO RESOLVE CONFLICT, BUT OPERROR OCCURS.

Narrative: ACFT #2 DEPARTING, GIVEN CLB TO FL230. R-SIDE ADVISED OF ALT CAP RESTR. R-SIDE ENTERS ASSIGNED ALT OF FL220 BUT DOES NOT ISSUE IT. ACFT #1 OPPOSITE DIRECTION AT FL230. WHEN ACFT #2 IS OUT OF FL225 FOR FL230, MISTAKE IS RECOGNIZED AND ACTION TAKEN. CLRNCS WERE GIVEN 3 TIMES WITH NO RESPONSE. I FEEL THIS COULD HAVE BEEN AVOIDED IF THE CLRNC TO STOP AT FL220 WAS ISSUED IN THE FIRST PLACE. IT ALSO COULD HAVE BEEN AVOIDED IF THE CLRNCS HAD BEEN TAKEN IN A TIMELY MANNER. I FEEL FREQ CONGESTION AND BAD COVERAGE ALSO HAD A HAND IN THIS ERROR.
