Narrative:
Aircraft X (a C750) was holding in position on runway 22. Air carrier aircraft Y (B737) on 3 mi final, crossing runway 12R. Aircraft X did not reply to the controller's instruction (runway 22 traffic 3 mi, crossing runway, cleared for takeoff). Advised aircraft Y to be ready for go around. Aircraft X never moved, so I allowed aircraft Y to land. Aircraft X came back to me and said they never heard the clearance for takeoff.

Narrative: ACFT X (A C750) WAS HOLDING IN POS ON RWY 22. ACR ACFT Y (B737) ON 3 MI FINAL, XING RWY 12R. ACFT X DID NOT REPLY TO THE CTLR'S INSTRUCTION (RWY 22 TFC 3 MI, XING RWY, CLRED FOR TKOF).
