Narrative:

I was PF on final to runway 27R ord. Just inside the marker, heard a foreign air carrier flight get clearance for position and hold runway 32R, traffic landing runway 27R. That landing traffic was ahead of me on approach and short final. I observed the traffic land and roll through the runway 32R/27R intersection at which time the foreign air carrier was cleared for takeoff. The foreign air carrier aircraft, a B747-400, just sat there. About the time I was on a 1 to 1 1/2 mi final, tower canceled the foreign air carrier's takeoff clearance. There was no response from the foreign air carrier. About the time I was 200-500 ft AGL, tower again cancelled the foreign air carrier's takeoff clearance. This time the foreign air carrier replied, 'we go now' and began the takeoff roll. A short time later, tower issued a go around clearance to me, which was executed followed by an uneventful landing on runway 27L.

Narrative: I WAS PF ON FINAL TO RWY 27R ORD. JUST INSIDE THE MARKER, HEARD A FOREIGN ACR FLT GET CLRNC FOR POS AND HOLD RWY 32R, TFC LNDG RWY 27R. THAT LNDG TFC WAS AHEAD OF ME ON APCH AND SHORT FINAL. I OBSERVED THE TFC LAND AND ROLL THROUGH THE RWY 32R/27R INTXN AT WHICH TIME THE FOREIGN ACR WAS CLRED FOR TKOF. THE FOREIGN ACR ACFT, A B747-400, JUST SAT THERE. ABOUT THE TIME I WAS ON A 1 TO 1 1/2 MI FINAL, TWR CANCELED THE FOREIGN ACR'S TKOF CLRNC. THERE WAS NO RESPONSE FROM THE FOREIGN ACR. ABOUT THE TIME I WAS 200-500 FT AGL, TWR AGAIN CANCELLED THE FOREIGN ACR'S TKOF CLRNC. THIS TIME THE FOREIGN ACR REPLIED, 'WE GO NOW' AND BEGAN THE TKOF ROLL. A SHORT TIME LATER, TWR ISSUED A GAR CLRNC TO ME, WHICH WAS EXECUTED FOLLOWED BY AN UNEVENTFUL LNDG ON RWY 27L.
