Narrative:

Flight plan route: hnl-PALAY2. Lny. Camps 2. Phog maui. Flight time: 25 mins. Distance: 101 NM. En route at approximately lny VORTAC, flight was rerouted via lny.V2.V1.ogg. On initial inspection, flight crew believed that new clearance corresponded to the filed clearance. The crew turned the aircraft inbound to phog at camps intersection instead of harpo intersection. A 6 NM error was made. Contributing factors: 1) time of day. XA00 local. 2) crew task saturation. 3) crew was not informed that the localizer was OTS until airborne. Localizer provides inbound course for camps 2 arrival. ATC may have known in advance that filed flight plan was unsuitable and therefore offered a full route clearance including victor airways. Note: inbound to camps intersection, phog runway 2 was in sight and a visual approach was made.
