Narrative:
I was working ground control at gso tower, a (FBO) fuel truck at taxiway X requested to cross runway 23 back to the FBO. I issued instructions to truck, who replied that he hd a bad radio and repeat. I did so, fuel truck proceeded via microphone and microphone 1, hold short of runway 23. Driver responded microphone and microphone 1, short of 23. Commuter on departure roll, I observed fuel truck approaching runway too fast. I issued fuel truck stop. Vehicle stopped approximately 5 ft short of runway edge marking, and started to back up. Service road that trucks normally take has been closed for 6 months. And airport authority has given FBO's permission to cross runways. Microphone 1 is a high speed taxiway, I doubt it has hold lines/signs as vehicles approach from wrong side.

Title: GSO LC CHALLENGES FUEL TRUCK OPERATOR TO STOP AS IT QUICKLY APCHS RWY 23 WITH A DEPING JET.
Narrative: I WAS WORKING GC AT GSO TWR, A (FBO) FUEL TRUCK AT TXWY X REQUESTED TO CROSS RWY 23 BACK TO THE FBO. I ISSUED INSTRUCTIONS TO TRUCK, WHO REPLIED THAT HE HD A BAD RADIO AND REPEAT. I DID SO, FUEL TRUCK PROCEEDED VIA MIKE AND MIKE 1, HOLD SHORT OF RWY 23. DRIVER RESPONDED MIKE AND MIKE 1, SHORT OF 23. COMMUTER ON DEPARTURE ROLL, I OBSERVED FUEL TRUCK APCHING RWY TOO FAST. I ISSUED FUEL TRUCK STOP. VEHICLE STOPPED APPROX 5 FT SHORT OF RWY EDGE MARKING, AND STARTED TO BACK UP. SVC ROAD THAT TRUCKS NORMALLY TAKE HAS BEEN CLOSED FOR 6 MONTHS. AND ARPT AUTHORITY HAS GIVEN FBO'S PERMISSION TO CROSS RWYS. MIKE 1 IS A HIGH SPEED TXWY, I DOUBT IT HAS HOLD LINES/SIGNS AS VEHICLES APCH FROM WRONG SIDE.
