Narrative:
Clearance received from 10000 ft to 9000 ft. First officer flying. As with the milton arrival, I was changing NAVAID frequency and courses, when the first officer had not slowed to 250 KTS. He leveled at 9000 ft and was still at 320 KTS. I assumed he would slow, and I was distraction by the many navigation changes on that arrival. The first officer was relatively new, but I still should have watched him more closely. ATC said no problem.

Title: MD80 CREW EXCEEDED 250 KTS BELOW 10000 FT DSNDING INTO LGA.
Narrative: CLRNC RECEIVED FROM 10000 FT TO 9000 FT. FO FLYING. AS WITH THE MILTON ARR, I WAS CHANGING NAVAID FREQ AND COURSES, WHEN THE FO HAD NOT SLOWED TO 250 KTS. HE LEVELED AT 9000 FT AND WAS STILL AT 320 KTS. I ASSUMED HE WOULD SLOW, AND I WAS DISTR BY THE MANY NAV CHANGES ON THAT ARR. THE FO WAS RELATIVELY NEW, BUT I STILL SHOULD HAVE WATCHED HIM MORE CLOSELY. ATC SAID NO PROB.
