Narrative:
Aircraft X was in position holding on runway 24. Aircraft Y issued runway crossing by ground controller (authority/authorized by local controller). Aircraft X issued climb out procedures and again told to hold in position. Aircraft X departed without takeoff clearance. Aircraft Y stopped before the runway because he observed aircraft X moving.

Narrative: ACFT X WAS IN POS HOLDING ON RWY 24. ACFT Y ISSUED RWY XING BY GND CTLR (AUTH BY LCL CTLR). ACFT X ISSUED CLBOUT PROCS AND AGAIN TOLD TO HOLD IN POS. ACFT X DEPARTED WITHOUT TKOF CLRNC. ACFT Y STOPPED BEFORE THE RWY BECAUSE HE OBSERVED ACFT X MOVING.
