Narrative:

Descending through 10000 ft MSL into ord, first officer was slowly decelerating from 300 KTS assigned to 250 KTS. Contributing factors: 1) ATC had issued multiple speed restrs since getting airborne on 90 min flight. 2) just prior to descent order from 11000 ft to 7000 ft, speed increase to 300 KTS was issued. 3) first officer reports flying previous month out of houston, participating in greater than 250 KTS below 10000 ft test program. Crew discovered and commenced corrective action: immediate correction to at/below 250 KTS and ATC queried as to speed. Human factors: tight ATC-directed speed control, last min speed increase just prior to descent clearance, and recent flying in greater than 250 KTS below 10000 ft MSL possibly contributed to airspeed exceeding 250 KTS.
