Narrative:

Our takeoff clearance for runway 18 was 'cleared for takeoff, turn right to 200 degrees.' on msn's 10-9 page, there is an 'obstacle departure procedure' to climb to 3200 ft (runway heading) before turning to headings of 220-260 degrees. I thought that I was doing the 'right' thing by complying with the obstacle departure procedure before turning. ATC asked us why we had not turned sooner and we said that we were trying to comply with the departure procedure. While still on runway heading, we saw traffic on TCASII at approximately 3 1/2 - 4 mi at 11 O'clock position (no RA/TA). After returning to msp, I called msn tower to try and resolve things and I was reminded that the 'obstacle departure procedure' is to be used when the tower/radar is closed. Although a traffic conflict did not occur, the potential is there, at airports with similar procedures, for pilots who do not have a clear understanding or have forgotten what these types of procedures are for (like me). Perhaps a note on the 10-9A page on when these procedures should be used would be helpful.

Title: DC9 CREW FOLLOWED THE OBSTACLE DEP PROC LISTED ON THE COMMERCIAL CHARTING PAGE RATHER THAN THE ISSUED CLRNC.

Narrative: OUR TKOF CLRNC FOR RWY 18 WAS 'CLRED FOR TKOF, TURN R TO 200 DEGS.' ON MSN'S 10-9 PAGE, THERE IS AN 'OBSTACLE DEP PROC' TO CLB TO 3200 FT (RWY HDG) BEFORE TURNING TO HDGS OF 220-260 DEGS. I THOUGHT THAT I WAS DOING THE 'RIGHT' THING BY COMPLYING WITH THE OBSTACLE DEP PROC BEFORE TURNING. ATC ASKED US WHY WE HAD NOT TURNED SOONER AND WE SAID THAT WE WERE TRYING TO COMPLY WITH THE DEP PROC. WHILE STILL ON RWY HDG, WE SAW TFC ON TCASII AT APPROX 3 1/2 - 4 MI AT 11 O'CLOCK POS (NO RA/TA). AFTER RETURNING TO MSP, I CALLED MSN TWR TO TRY AND RESOLVE THINGS AND I WAS REMINDED THAT THE 'OBSTACLE DEP PROC' IS TO BE USED WHEN THE TWR/RADAR IS CLOSED. ALTHOUGH A TFC CONFLICT DID NOT OCCUR, THE POTENTIAL IS THERE, AT ARPTS WITH SIMILAR PROCS, FOR PLTS WHO DO NOT HAVE A CLR UNDERSTANDING OR HAVE FORGOTTEN WHAT THESE TYPES OF PROCS ARE FOR (LIKE ME). PERHAPS A NOTE ON THE 10-9A PAGE ON WHEN THESE PROCS SHOULD BE USED WOULD BE HELPFUL.
