Narrative:

Approach flown to tpa utilizing ILS runway 36L and visual. Captain hand flying at night. Broke out of clouds at 3000 ft and was cleared visual approach runway 36L behind B737. On TCASII, we showed approximately 5 mi separation. Tower cleared us (swiftly) to land at about 2000 ft AGL, at the same time, tower was coordinating with air carrier Y to expedite rollout and exit the runway at W6 (a partial taxiway which is under construction and poorly lit). It appeared from my vantage point that air carrier Y exited the runway as I made my 1000 ft callouts. I completed the approach and landing and as I deployed the thrust reversers, I saw what looked like runway lights at the departure end of runway 36L moving and then realized it was an aircraft exiting the runway at the departure end of runway 36L. I exited the runway at W6 in front of an aircraft that was sbound on taxiway west. As we heard the exchange between that aircraft and tower, we realized the aircraft was air carrier Y and that he had missed the W6 turnoff. To the best of our recall, air carrier Y did not inform tower they had missed W6 turnoff and tower did not realize it either. Also, the aircraft exiting the runway did not realize it either. Also, the aircraft exiting the runway did not have strobes on, which made him appear to blend in with the runway lights. I don't think safety was ever compromised, however, I do think there were 2 aircraft on the same runway at the same time.

Title: LNDG ACR ON LNDG ROLL OBSERVES PREVIOUS LNDG ACFT JUST EXITING RWY AT DEP END.

Narrative: APCH FLOWN TO TPA UTILIZING ILS RWY 36L AND VISUAL. CAPT HAND FLYING AT NIGHT. BROKE OUT OF CLOUDS AT 3000 FT AND WAS CLRED VISUAL APCH RWY 36L BEHIND B737. ON TCASII, WE SHOWED APPROX 5 MI SEPARATION. TWR CLRED US (SWIFTLY) TO LAND AT ABOUT 2000 FT AGL, AT THE SAME TIME, TWR WAS COORDINATING WITH ACR Y TO EXPEDITE ROLLOUT AND EXIT THE RWY AT W6 (A PARTIAL TXWY WHICH IS UNDER CONSTRUCTION AND POORLY LIT). IT APPEARED FROM MY VANTAGE POINT THAT ACR Y EXITED THE RWY AS I MADE MY 1000 FT CALLOUTS. I COMPLETED THE APCH AND LNDG AND AS I DEPLOYED THE THRUST REVERSERS, I SAW WHAT LOOKED LIKE RWY LIGHTS AT THE DEP END OF RWY 36L MOVING AND THEN REALIZED IT WAS AN ACFT EXITING THE RWY AT THE DEP END OF RWY 36L. I EXITED THE RWY AT W6 IN FRONT OF AN ACFT THAT WAS SBOUND ON TXWY W. AS WE HEARD THE EXCHANGE BTWN THAT ACFT AND TWR, WE REALIZED THE ACFT WAS ACR Y AND THAT HE HAD MISSED THE W6 TURNOFF. TO THE BEST OF OUR RECALL, ACR Y DID NOT INFORM TWR THEY HAD MISSED W6 TURNOFF AND TWR DID NOT REALIZE IT EITHER. ALSO, THE ACFT EXITING THE RWY DID NOT REALIZE IT EITHER. ALSO, THE ACFT EXITING THE RWY DID NOT HAVE STROBES ON, WHICH MADE HIM APPEAR TO BLEND IN WITH THE RWY LIGHTS. I DON'T THINK SAFETY WAS EVER COMPROMISED, HOWEVER, I DO THINK THERE WERE 2 ACFT ON THE SAME RWY AT THE SAME TIME.
